Description:The
Purchasing Agentwill perform complex professional procurement and contracting support services for the Countyin a fast-paced industry that drives innovation and efficiency.This position processesformal written bids and requests for proposals or statements of qualifications for professional services and construction of public works projects. The candidate will be well versed in purchasing procedures and legal requirements, implementing purchasing best practices to ensure best value for county expenditures. Compile information for final contracts for review by County Attorney. Advise contractors and end-users of bid award and insurance requirements. Interface with vendors, and county representatives to develop product and work specifications, lead times, potential sources of supply and applicable legal requirements. Solicit competitive bids and proposals, facilitate review and award process, and issue/route resultant purchase order or contract.
The ideal candidate is a proactive thinker with experience in procurement services or supply chain to include high attention to detail, good communication skills, and exceptional time management. We are looking for a professional with (public) procurement experience who works collaboratively with others and takes initiative. We are seeking a service-oriented team player who is determined, is independent and loves what they do.
Schedule:
This position operates on our four-day work week (Monday-Thursday). This position is hybrid, with remote work and in-office work as needed.
Compensation:
Hiring Range: $65,000.00 - $66,000 USD Annual Compensation will be determined based on education, experience, and skills.

Essential Duties: - Process purchase requisitions for supplies, materials, equipment and services. Review requisitions for accuracy and completeness and ensure compliance with policy and procedure. Confer with Division representatives and modify requisitions as necessary. Obtain prices by contacting vendors, evaluate bids received and create bid recaps. Issue purchase orders or contract orders as appropriate.
- Decide the appropriate method of solicitation and/or acquisition. Determine whether requisitions are compliant with policy and procedure and if specifications are complete. Facilitate review of vendor agreements and terms and conditions by county attorney. Determine whether vendor's terms and conditions are acceptable to the county or if they require negotiation.
- Investigate and respond to complaints and inquiries from internal and external customers pertaining to purchases, receipts and invoices. Confer with parties involved. Review available documentation. Choose suitable course of action for timely and acceptable problem resolution.
- Research cooperative price agreements to ensure a maximum competitive environment for all County procurements. Instruct County employees and vendors regarding County purchasing policies and procedures. Notify Division representatives of bid awards or price agreements. Determine the most suitable and/or qualified supplier and/or cooperative purchasing agreement. Decide which information or policy should be communicated to employees or vendors.
- Process informal and formal solicitations. Consult with Division representatives, contract support manager, Risk personnel, and County Attorney to develop specifications, insurance requirements and contractual remarks/documents required for the solicitation package. Issue solicitation to vendors. Facilitate pre-solicitation conferences and public bid openings when required. Review for responsiveness, tabulate submissions and elicit recommendation for award from Division representatives. Establish a timeline for the solicitation process to meet deadlines.
- Schedule items on the consent agenda for approval by Board of County Commissioners. Obtain third-party signatures on contracts requiring execution by the County. Determine required level of management approval, if contract is ready for execution, and required signatures.
- Facilitate review of vendor agreements, license permits, terms and conditions by contracts support manager and/or County Attorney.
- Maintain purchasing files to ensure all required documentation for purchasing projects and purchase orders are available for audit and/or historical reference. Other duties and responsibilities as assigned.

Minimal Qualifications
- Bachelor's degreefrom an accredited college or university in Supply Chain Management, Business Administration, Finance, or a related field.
- At leastone year of related work experience performing procurement such as preparing and issuing competitivesolicitations for contracted goods or services.
- Or an equivalent combination of education & experience.For example, applicants will meet minimum qualifications if they have an Associate’s degree and 3 years of experience or a high school diploma and 4 years of experience.
Preferred Qualifications
- Nationally recognized certification such as: CPPB, CPPO, CPM, NIGP-CPP or SCM.
- Three or more years of year of related work experience performingpublicprocurement activitiessuch as preparing and issuing requests for quotes and competitive solicitations for contracted services.
- Government Procurement experience.
- Knowledge of business principles, such as purchasing, business and contract law.
- Advanced oral and written communication skills.
- Intermediate math and accounting skills.
- Workday or otherERPsoftware.
