Assessor-Recorder-County Clerk (ARC) is recruiting for
Appraisers I who are responsible for performing single residential and moderate sized multiple-unit residential appraisals while training to appraise commercial-industrial properties. Appraisers I analyze data to arrive at valuations for real or personal property for tax assessment purposes; gather market and cost data; review financial documents; perform field inspections of real property (land and buildings) and personal property (business equipment, fixtures, etc.); interview business and property owners, contractors, and realtors; prepare appeals; represent the County before the Assessment Appeals Board and court hearings; and explain assessment laws, policies and procedures to the public.

CONDITIONS OF EMPLOYMENT Promotion: Appraisers I are eligible for promotion to
Appraiser II ( $71,822.40 - $ $ 98,716.80 annually ) upon meeting the minimum requirements for that class including obtaining, within one (1) year of employment, a valid permanent Appraiser's Certificate issued by the State Board of Equalization and receiving a satisfactory work performance evaluation. Incumbents must promote within twenty-four (24) months or be terminated.
Travel: A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained. Offices are located in Big Bear, Hesperia, Joshua Tree, Rancho Cucamonga, San Bernardino and Twin Peaks.

**Salary increases contingent upon Property Related Revenue and/or statewide Proposition 172 Sales Tax Collections performance.
Minimum Requirements CANDIDATES MUST MEET ONE OF THE FOLLOWING OPTION REQUIREMENTS: OPTION 1 Must possess one (1) year of experience as an Appraiser Trainee in a California County Assessor's Office .
OPTION 2 Possession of a Residential, Certified Residential, or Certified General Real Estate Appraiser License issued by the California Bureau of Real Estate Appraisers (BREA)
AND one (1) year of journey-level appraisal experience.
Experience for both options must have been obtained within the last ten (10) years. Applicants MUST also meet one of the following qualifications for obtaining the Appraiser Certificate issued by the State Board of Equalization : EDUCATION A completed/awarded bachelor’s degree.
EDUCATION AND/OR EXPERIENCE Graduation from high school and a combination of higher education
and relevant experience totaling four (4) years (experience must have been obtained within the last ten years) as one of the following:
- A licensed real property appraiser (BREA Residential or higher), building cost estimator, accountant, or engineer.
- A California real estate licensee engaged in buying, selling, or leasing real estate.
- An Appraiser Aide/Technician or higher in a California Assessor's Office or the California State Board of Equalization .
- An employee of an Assessor's office (other than Appraiser Aide/Technician or higher) or property tax department of the California State Board of Equalization except that such employment time shall be limited to qualifying for only 32 months of the four-year experience requirement. The remaining amount of time shall be accumulated by other relevant experience described above or by education in an accredited institution of higher education in the academic fields listed above.

EDUCATION Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Desired QualificationsThe ideal candidate will possess strong communication and computer skills, have the ability to manage large appraisal workloads with a high degree of independence and be willing to travel to district offices as needed. Additionally, the ideal candidate will possess 18 months of experience as an Appraiser Trainee in a California County Assessor's Office or 2 years as a journey-level appraiser.
