GeneralThe IT Manager, Data & Analytics reports to the Director of IT Applications or Chief Information & Technology Officer, and is responsible for managing Data, Analytics & Business Intelligence program for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (JPB), and the San Mateo County Transportation Authority (TA).
The role is to focus on strategic development and operation of the BI/data warehousing practice, including managing technical environment, staffing requirements, optimizing processes and technology, and ensuring a high availability BI/data warehouse platform. The resource will also work closely with business stakeholders in other departments to identify, recommend, develop, implement, and support analytics solutions to deliver essential information to satisfy their information needs.
This position will be highly technical in nature with hands on expertise in Visualization tools, ETL tools, Datawarehouse and Data lakes. (Knowledge of Machine learning and AI highly preferred)
Essential Functions & Duties- Work with stakeholders to define business and systems requirements for new information technologies, particularly in the areas of BI, analytics, and data warehousing.
- Work with different business units at the director level to align the business and IT.
- Ensure the efficient utilization of data resources across different business
- Oversee all reports, dashboards, and information artifacts.
- Develop global maintenance schedules for BI and data warehousing systems.
- Promote Data & BI program.
- Facilitate system feasibility studies, proof of concepts, pilot project, and testing.
- Examine, refine, and develop BI metrics.
- Ensure best practices are established for effective problem resolution for a high availability, 24/7 environment.
- Develop, implement, and maintain all key BI and data management policies and procedures, including those for BI/EDW architecture, data centers, standards, purchasing, monitoring, and service provision.
- Collaborates and leads cross-functional teams as the subject matter expert to enhance data-driven solutions for domain and strategic business initiatives.
- Responsible for providing technical and business expertise for end-to-end reporting and analytical services to business or domain operations and enterprise analytics.
- Leads sprint teams and develops integrated solutions, and effectively applies both business knowledge and technical expertise to design, develop, and implement business intelligence solutions, predictive and artificial intelligence (AI) analytics to support strategic initiatives.
- Provides in-depth analytics and domain subject matter expertise to stakeholders with reliable analytics to answer business questions.
- Guides other analysts within the team through management of projects, providing analytics and business expertise, and training other analysts.
- Manage Middleware platforms as required
- Manage Data privacy and related policies.

- Assist data team with their extract, transform & load (ETL) needs as necessary
- Provide Audit data as necessary.
- Supervise staff. Hire, mentor and take appropriate corrective and/or disciplinary action. Ensure EEO and affirmative action policies and procedures are followed. Coordinate staff training and professional development, establish performance objectives, monitor and evaluate employee performance.

- Plan, organize, and oversee Data & BI projects that provide actionable data for operational and financial decision-making.
- Manage and enhance the BI architecture, including tools like SQL Server, Redshift Data Lake, ETL tools, Tableau / Power BI, etc.
- Oversee end-to-end data workflows, from ETL processes to advanced reporting and analytics.
- Deliver impactful dashboards, KPI scorecards, and reports using Power BI to support leadership in telling data-driven stories.
- Collaborate with the multiple departments to provide the technical support for budgeting and forecasting.
- Partner with business stakeholders to understand information needs and deliver relevant, high-quality insights.
- Promote data literacy and a culture of self-service analytics by providing user training and creating clear user guides.
- Collaborate with IT Applications team to ensure data quality and security.
- Hire, train, and develop a high-performing BI team; establish goals, monitor performance, and maintain accountability.
- Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.

Minimum QualificationsSufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
- Bachelor’s degree in computer science, Data, Management Information System (MIS), or other related fields.
- At least five (5) years of full-time, progressive experience as a Data or BI Technical Manager
- Three (3) years of experience as a direct supervisor or manager of project teams within Data or BI fields.
- Experience training and instructing at all levels.
- Must be able to work on-call and after regular business hours as required
Preferred Qualifications:- Master’s degree in related field preferred.

- Ability to conduct research into database issues, standards, and products as required.
