    ABOUT THE POSITION

    This Senior Public Health Nurse (Sr. PHN) specializes in tuberculosis (TB) and is a key member of the Communicable Disease, Prevention, and Control (CDPC) Unit within the Division of Public Health in the Health and Human Services Department (HHS). This position plays a pivotal role in overseeing clinical operations and service delivery related to the prevention, treatment, and control of TB. Reporting to the Supervising Public Health Nurse, this role serves as the lead clinical authority within the TB program, ensuring the highest standards of care and operational efficiency.

    The Sr. PHN assumes responsibility for organizing, coordinating, scheduling, assigning, directing, and reviewing the work of the CDPC program staff. This position leads efforts in TB disease investigation, surveillance, case management, consultation, nursing, health education, and training, ensuring that individuals and communities are protected from the spread of tuberculosis.

    The Sr. PHN works as co-lead for this program and works collaboratively with local healthcare providers, medical facilities, and other county departments to support community health and TB prevention. They ensure that all local practices align with state and federal guidelines, including adherence to the California Department of Public Health Tuberculosis Control Branch and CDC protocols.

    This position also contributes to policy development, quality improvement initiatives, and program evaluation to enhance public health outcomes related to TB and broader communicable disease efforts.

    This fixed term position is initially funded up to June 30, 2026 . This position is budgeted for 18 months. However, there may be opportunities for the hired individual during this time-period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and convert to an ongoing position. Fixed-term employment ends when the position’s funding finishes, or the work is completed. Employees in these positions are exempt from the County’s policies regarding lay-off order and reduction-in-force rights.

    ABOUT YOU

    Our Highly Qualified Candidate:

    Our ideal candidate is a highly experienced Public Health Registered Nurse with at least two years of direct experience managing TB cases, conducting case investigations, and performing comprehensive case management. This individual brings expertise in tuberculosis prevention and control, coupled with a strong ability to apply evidence-based practices to public health nursing.

    The successful candidate has experience working in a county public health system and is familiar with state-mandated programs, including California’s Title 17 reporting guidelines. They are adept at using electronic medical record systems and public health databases to document and track cases accurately. The candidate is also skilled in interpreting and explaining TB-related disease control and laboratory testing guidelines to diverse audiences, including healthcare providers, community partners, and the public.

    As a co-lead for the TB program, the ideal candidate assists in developing the program and contributing to creating and refining policies and procedures to enhance service delivery. They possess strong organizational and problem-solving skills, enabling them to prioritize tasks, respond effectively to urgent situations, and support the program’s operational goals.

They provide quality assurance and oversight to staff, nursing students, and interns while demonstrating exceptional customer service, leadership, and a commitment to public health excellence.

    Qualifications
    Knowledge of:
    • Principles and practices of work supervision, including work planning, assignment and review.
    • Principles and processes of personnel supervision, including training and performance review.
    • Principles, practices, methods and procedures of public health nursing, health promotion and disease prevention and control.
    • General nursing principles, practices and techniques, including assessment, patient care planning and delivery, patient education and evaluation of outcomes.
    • Medical terminology and equipment.
    • Nursing routines and protocols specific to area of assignment.
    • Principles and techniques of drug administration and uses and effects of medications.
    • Principles, practices and techniques of safety and infection control.
    • Laws, rules and regulations governing the practice of public health nursing.
    • Community medical and social agencies and resources.
    • Environmental, sociological and psychological problems affecting public health nursing.
    • Child and elder abuse and neglect and domestic violence reporting laws.
    Ability to:
    • Plan, assign, direct, and review the work of others.
    • Provide lead direction, training and guidance to professional staff.
    • Assure quality of care and coordinate nursing services with other providers and programs.
    • Independently plan, organize and implement public health nursing activities.
    • Assess community, individual and family health needs and problems.
    • Develop and implement patient care plans and/or referrals.
    • Administer medications, perform skilled nursing treatments and procedures and adapt nursing skills to various environments and situations.
    • Apply teaching principles and provide education and counseling.
    • Exercise sound independent judgment within scope of authority and practice.
    • Prepare and maintain organized, detailed and accurate medical records.
    • Collaborate with other members of the health care team on an ongoing basis.
    • Demonstrate sensitivity to the effects of culture and ethnic background on health issues.
    • Establish and maintain effective working relationships with those contacted in the course of work.

    Minimum Qualifications and Certifications & Licenses

    Equivalent to two years of public health nursing experience, plus verification of seven (7) hours of training in detection, prevention, intervention and reporting requirements and treatment of child abuse and neglect. Specified assignments in this classification may require a minimum residency or community involvement period in specified community districts and/or firsthand experience of health problems and successful rehabilitation for such problems in the targeted population.

    Certificates and Licenses
    • Possession of a valid Registered Nurse License and a Public Health Certificate issued by the State of California.
    • Possession of a current CPR certificate.
