    ABOUT THE POSITION

    The County of Marin’s Homelessness and Coordinated Care (HCC) Division (under the Department of Health and Human Services (HHS)) is part of a collaborative community working to meet the needs of people experiencing homelessness in Marin. As a Senior Program Coordinator, you will be joining and contributing to a rapidly growing small-scale, creative, passionate, and flexible team that values partnership and the individual strengths of each of our team members.

    Working under the HCC Program Manager, the Senior Program Coordinator manages and helps improve the division’s operations around grants. This includes:
    • Grant application development
    • Grant management for multiple funding streams (including managing required reporting)
    • Researching new funding opportunities while working in concert with HCC staff and HHS leadership
    • Coordinating with HCC staff on identifying division resources and gaps in service-based funding streams
    • Leading and supporting staff in the application for and management of funding sources
    • Providing technical assistance to community-based organizations
    • Managing deliverables and reporting needs required for funding, and maintaining communication with and updating funders


    ABOUT YOU

    Our Highly Qualified Candidate
    The ideal candidate has knowledge of and experience with federal and state funding mechanisms, public health or social services grants, regulation and policy knowledge regarding grants and funding, as well as skills in writing grant funding applications. The individual is an effective grant manager with knowledge and skills in program evaluation, data reporting and management, and an ability to develop, monitor, and improve program performance measurements. This also requires an ability to manage complex tasks across multiple timelines and be familiar with budgets, utilization projection, and cost analyses.

    Additionally, in this role, the ideal candidate is able to provide support to team staff and contracted partners. This requires experience in and an ability to effectively train and manage staff, establish and maintain effective working relationships, demonstrate flexibility and creativity in improving processes and problem-solving, develop procedures and protocols to improve operations, and provide technical support.

    The ideal candidate for this position comes in with prior experience and an ability to immediately contribute in the following ways:

    1. Manage multiple complex federal and state grants simultaneously across multiple different timelines

    2. Oversee program audits for grants

    3. Research new grant funding opportunities, requiring collaboration with program staff to ensure that grants align with program requirements, and with the Office of Finance to determine budgetary impact

    a. Requires fundamental high-level knowledge of finance and fiscal practices

    4. Manage multiple complex grant applications

    a. Requires the ability to provide support to guide staff through grant application process (including conducting trainings)

    5. Develop evaluation tools for grants and processes to manage grant reports and improve performance measurements

    a. Requires the ability to provide technical assistance to community organizations as needed to meet reporting requirements
    Qualifications

    KNOWLEDGE OF
    • Principles and practices of administering and evaluating programs.
    • Policies and procedures related to assigned program.
    • Needs of clients served by a public agency programs.
    • Data collection, data analysis, and application to management information system design and implementation.
    • Community resources for the provision of social services, education and related services.
    • Contract development and monitoring.
    • Budget, utilization projections and cost analysis.
    ABILITY TO
    • Work with individuals, groups, and communities to promote program objectives.
    • Develop procedures and protocols necessary to implement project designs, and administer data gathering instruments.
    • Establish and maintain effective working relationships with program participants, co-workers, community organizations, private agencies and other public agencies.
    • Manage competing demands.
    • Interpret, explain, and apply rules and regulations.
    • Prepare clear and concise written and oral reports.
    • Coordinate, facilitate, and conduct public meetings.
    • Communicate effectively.

    Minimum Qualifications

    Equivalent to graduation from an accredited college with a Bachelor's degree in a field closely related to the assigned program(s) and three years of experience providing community, educational or related services, which one year includes responsibility for program administration, planning, monitoring and evaluation. Additional related experience may substitute for the education on a year for year basis.

    A graduate degree in a field closely related to the assigned program(s) is highly desirable.
