    Position Information

    This recruitment is to fill one position in the Human Resources Department.

    To assist the Administrative Services Director to direct, plan, and coordinate the activities of the Human Resources and Risk Management division within the Administrative Services Department; coordinate assigned activities with other divisions, departments, and allied agencies; provide complex assistance to the Administrative Services Director and serve in their absence as required.

    Receives administrative direction from the Administrative Services Director.
    Exercises direct supervision over management, supervisory, professional, and technical staff.

    This is a management classification responsible for planning, organizing, reviewing, and evaluating the delivery of human resources and risk management programs and services to City departments with responsibility for all related activities, including administration of the City's equal employment opportunity program, recruitment and selection, classification and salary administration, labor relations and negotiations, employee development, employee relations, workers' compensation, benefits and risk management, employee records maintenance, the development of personnel policies and procedures and assisting and advising departments on personnel problems. Performance of the work requires the use of considerable independence, initiative, and discretion with broad guidelines.

    • Assist the Administrative Services Director in managing and directing the operations and activities of the Administrative Services Department.
    • Assist in developing department goals and objectives; assist in the development and implementation of policies and procedures.
    • Plan, direct, supervise and coordinate City human resources functions including recruitment, testing and selection, employee training and certification, wage and benefits administration, workers’ compensation, safety and wellness programs, employee performance evaluation, personnel investigation, and personnel record maintenance as assigned.
    • Manage various risk management responsibilities including facilitation of the City’s insurance and self-insurance programs, claims adjusting, safety, contractual risk transfer and indemnification, liability investigation, and loss prevention.
    • Assist the Administrative Services Director in managing labor negotiations.
    • Serve as the ADA/504 Coordinator for employment.
    • Oversee compliance filings (OSHA, EEOC, etc.)
    • Facilitate employee and union grievance resolution.
    • Administer the City Classification Plan.
    • Develop, update, recommend, and implement human resources management policies, procedures and programs.
    • Understand, interpret and apply memoranda of understanding, pay and benefits resolutions, Federal and State laws and regulations, professional and contractual service agreements, and City policies and procedures as they relate to personnel and/or human resources administration.
    • Maintain the equal employment opportunity program.
    • Assure compliance with applicable laws, ordinances and codes.
    • Prepare assigned division(s) budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials, supplies, and services; administer the approved budget.
    • Build and maintain positive working relationship with other City employees and the public using excellent customer services skills.
    • Supervise, train and evaluate assigned staff.
    • Perform other duties as assigned.


    Qualifications

    Knowledge of:
    • Principles and practices of human resources and risk management administration including applicable human resources laws and regulations in a government environment;
    • Basic policies, procedures, and organization practices of government agencies;
    • Research and statistical methods;
    • Modern office practices, procedures, equipment and techniques, including computerized word processing and spreadsheet applications;
    • Correct English usage, spelling, grammar, and punctuation;
    • Supervision, staff development, and employee performance evaluation.
    Ability to:
    • Perform highly complex and confidential work;
    • Analyze a variety of personnel problems and make sound policy and procedural recommendations;
    • Develop and implement an effective risk management program;
    • Understand, interpret and apply memoranda of understanding, pay and benefits resolutions, Federal and State laws and regulations, professional and contractual service agreements, and City policies and procedures as they relate to personnel and/or human resources administration;
    • Plan, organize, coordinate, and direct the work of others;
    • Communicate clearly and concisely, both orally and in writing;
    • Establish and maintain effective working relationships with others.

    EDUCATION AND EXEPRIENCE :
    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

    Education:
    Equivalent to a bachelor’s degree from an accredited college or university with a major course of study in Human Resource Management, Public Administration, Business Administration, or a related field.
    Experience :
    Five years of increasingly responsible experience in public agency human resources administration including at least two years in a supervisory or management capacity.
    Experience in other related fields may be considered to satisfy the experience qualifications.

    Required Licenses/Certifications :
    Possession of a valid California Driver License.

    Physical Demands:
    While performing the duties of this job, the employee is frequently required to sit, talk and hear. The employee is occasionally required to walk; use hands to manipulate objects, tools, or other controls; and reach with hands and arms.
    The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required include close vision, peripheral vision, depth perception, color perception, and the ability to adjust focus.
    Frequent use of personal computer, including word processing, database and spreadsheet programs; calculator, telephone, copy and fax machine.
    Environmental Conditions:
    The noise level in the work environment is usually moderately quiet.
