    The Tulare County Resource Management Agency (RMA) is seeking an executive to join their Public Works team of professionals, who are committed to the highest quality of public service. They are seeking an individual who desires variety, challenge, and growth in their employment, and who is dedicated to serving the residents of a geographically large, rural county in central California. The knowledgeable, experienced professional expected to be hired for this opportunity will communicate and collaborate with all divisions of the Department to plan, develop, analyze, and direct a variety of specialized functions. This position is At-Will and appointed by the Resources Management Agency Director.

    Typical Duties

    This position will perform responsible and technical work of a high degree in connection with the analysis and development of policies, planning and procedures necessary to successfully supervise the activities of a diversified engineering staff engaged in a wide range of projects; plan and direct official field surveys; supervise the checking of surveys filed for record; plan and direct all engineering operations necessary to the preparation of plans for construction of such projects as roads and road structures, solid waste facilities, flood control projects, and sewer and water projects including the details of surveying, design, preparation of plans and specifications and letting of contracts or issuance of work orders to county forces; plan and direct engineering supervision of all construction operation and maintenance projects; supervise the preparation and implementation of budgets, contracts, and pay estimates; make presentations before legislative bodies, regulatory commissions, advisory panels and citizens groups. Essential job duties may be assigned that are not listed above but are relative to this job classification.

    Minimum Qualifications

    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

    Education: Equivalent to graduation from an accredited college or university with major course work in civil engineering or a closely related field.

    Experience: Five (5) years of progressively responsible experience in civil engineering, two (2) of which were in a management or supervisory capacity.

    Knowledge of : The principles and practices of civil engineering; surveying, engineering mathematics, properties and uses of materials and stress analysis; State and County laws pertaining to road building and rights of way, solid waste management, flood control and water and sewer facilities; common descriptions of real property and familiarity with valuation methods, procedures and terminology; principles of personnel management and supervision; budget preparation and management; environmental elements and requirements of National and State Environmental Policy Act.

    Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; plan and direct the activities of an engineering, operations and administrative support staff; supervise the preparation of detailed engineering plans and specifications; prepare complete and comprehensive reports and make recommendations; analyze various complex problems and situations and take an effective course of action.

    License or Certificate : Possession of, or ability to obtain, an appropriate, valid California driver's license; possession of, or ability to obtain, registration as a civil engineer as issued by the California Board of Registration for Professional Engineers and Land Surveyors.

    DESIRABLE EMPLOYMENT STANDARDS

    Knowledge of : California Environmental Quality Act relevant to Tulare County.; industry standard computer-based CAD and GIS programs.

    Conditions of Employment:
    • Possession of, or ability to obtain, an appropriate, valid California driver's license.
    • Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.

    Benefit Amount : An annual benefit amount is provided and may be applied towards health insurance premiums(medical, dental, vision andlife) and long-term disability insurance premiums. This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance : A choice of PPO and HMOmedical plans which include PPOor HMO dental plans whichinclude dentaland vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).

    Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave : 12 set days and 1 personal holiday.

    Vacation Accrual :
    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours .

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D : $50,000; Provided by Standard Insurance Company.

    Long Term Disability Insurance : A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled. Provided by Standard Insurance Company.

    Deferred Compensation : A voluntary deferred compensation plan is available.
