This is not a remote, telework, or hybrid position. The Missouri National Guard, State Resources office is responsible for providing state civilian support to the Missouri National Guard.
The Department of the Missouri National Guard employs approximately 430 state employees whose responsibilities are to support the Missouri National Guard in their day-to-day operations and ensure their readiness for any mission. This position oversees state operations, human resources, and fiscal administration functions of the Missouri National Guard. T he ideal candidate will have extensive managerial experience with broad responsibilities and professional experiences. We are seeking a candidate that embraces challenges, thinks strategically, with a management style that promotes competence, courtesy, collaboration, and effective communication. The selected candidate will exercise considerable independent judgment in operational decision-making.
• Perform senior-level managerial work providing direction and guidance in strategic operations and planning; establish priorities, standards, and measurement tools for determining progress in meeting goals; coordinate and evaluate program activities; and oversee the development and submittal of the department’s budget.
• Provide administrative supervision to staff managers of Financial, Human Resources, Military Funeral Honors, Veteran’s Recognition and Archives teams. Financial responsibilities include preparation and maintenance of fiscal, budget, purchasing and accounting records. Human Resources responsibilities include payroll, benefits, and personnel file management and actions.
• Responsible for oversight of appropriations and resources allocated to the Missouri National Guard for support of programs, including Administration, Field Support, and Contract Services programs.
• Review program expenditures and requirements to ensure resources are reallocated based on program priorities and needs.
• Provide periodic special reports, statements, analysis of programs and requirements for budgetary, fiscal note, legislative, and/or internal requests.
• Process, analyze, evaluate, prepare, and approve complex financial transactions, statements, revenue, and expenditures for 18 federal/state cooperative agreements, 24 state financial programs, and for state emergency duty missions.
• Prepare internal budgets for federal/state cooperative agreements and state financial programs.
• Providing guidance and recommendations on department policy evaluation, development, and implementation.
• Oversee internal controls over expenditures, projects, and budgets in SAM II Financial.
• Prepare and analyze control reports, which reflect allotments, expenditures, and fund balances.
• Ensure federal/state funding is expended in accordance with federal/state financial laws and regulations.
• Serves as the security coordinator for the state network and applications; SAM II/MOVERS Financial, SAM II/MOVERS HR, and Missouri BUYS.
• Maintain relationships with state and federal partner agencies.
• Perform other related work as assigned.
• Demonstrate regular and reliable attendance.
Required Knowledge, Skills, and Abilities
• Knowledge or ability to gain knowledge of federal and state laws, rules, regulations governing the Missouri National Guard.
• Ability to research, consider, and solve complex problems or situations.
• Ability to confer with and provide assistance to various stakeholders.
• Ability to analyze and evaluate internal programs in accordance with established criteria.
• Ability to communicate effectively, both orally and in writing, for purpose of reports, meetings, and presentations.
Minimum Education and Experience (Substitutions may be allowed.)
• Experience in area(s) of administrative oversight, business, management, finance/accounting, government, military, veterans’ services, or a closely related area.
• Bachelor’s Degree from an accredited four-year college or university, with 5-7 years of experience as listed above.
• Two to four years of supervisory experience.
• Experience with SAM II/MOVERS and MO Buys.
• Knowledge of the principles and practices of fiscal administration, including accounting, budgeting, contract preparation, and reporting.
• Advanced knowledge in Microsoft Office (Excel, Word, and Access).
• Strong verbal and written communication skills.
• Ability to think strategically and problem-solve.
• Highly organized and skilled at handling fast-paced environments with sometimes last-minute and evolving deadlines.
• Strong networking and relationship-building skills, including negotiation, facilitation, and conflict management.
Preferred Qualifications (Substitutions may be allowed.)
• Master’s degree or higher, from an accredited college or university, in a related field.
• Certified internal auditor.
• Certified government financial manager.
• Certified management accountant.
• Certified Public Accountant.
• Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs.
