This position is with the Office of Administration Division of Facilities Management, Design, and Construction (OA-FMDC) supporting the Design and Construction Team. What you'll do: - Prioritize excellent customer service for a wide and diverse network of internal and external stakeholders, including but not limited to internal teams, state agencies, state officials, contractors, and the public with focus on delivering targeted results that improve the overall occupancy experience, long-term building integrity, and site reliability.
- Report to the Deputy Director of Design and Construction and oversee a team of 19 full-time, 2 part-time, and 2 intern positions.
- Achieve successful completion of multiple projects by working closely with internal teams, state agency representatives, and contractors to manage the scope, schedule, and budget of projects, ensuring alignment with project objectives and stakeholder expectations.
- Facilitate all aspects of design development by coordinating with stakeholders, such as internal teams, state agencies, consulting firms, and construction contractors.
- Manage multiple state-owned projects throughout the planning, design, and construction phases. (Projects managed are typically multi-year and multi-faceted as well as the largest in terms of size, scope, complexity, and impact on the State.)
- Responsible for project planning, which may include developing project plans and timelines. Oversees project team’s activities, identifies appropriate resources, and is held accountable for deliverables and measuring project outcomes.
- Develop accurate, comprehensive, and transparent construction bid documents through collaboration with state agencies, internal teams, and consultants.
- Assist and mentor project managers in the planning, design, and construction phases of various state projects through reviewing design plans and specifications to ensure design quality, and attending pre-bid, pre-construction, and construction progress meetings.
- Ensure compliance with policy and guidelines including but not limited to those regarding design, procurement, proposals, bidding, consultant selection and scopes of work.
- Travel to job sites regularly and consult with agency staff, public officials, architects, engineers, surveyors, and contractors regarding new construction and maintenance and repair projects.
- Manage the vocational and supervisory-level employee resources including providing assistance in more complex projects and supervision of employees, such as hiring recommendations, training, planning, assigning work, performance assessment, coaching, and more. (Supervision at this level also requires this person to have the knowledge and skills to perform and review the work overseen.)
- Cultivate a positive, healthy team culture through mentoring, providing constructive feedback, and facilitating team meetings to communicate and explain directives, policies, guidelines, and procedures for transparency on changes.
- Direct Design & Construction’s internship program, including assembly of the internship leadership team, establishing the internship program outline, identifying the internship course schedule and specific CI projects assigned to the intern team.
- Manage the Consultant Selection process and the consultant evaluation software, ACE.
- Oversee the project management responsibilities currently given to the Missouri National Guard.
- Perform other related duties as assigned.

- Bachelor’s degree in engineering, architecture, or related field.
- Possess and maintain a professional license as an architect or engineer with at least 3-5 years’ experience with licensure.
- Minimum of 4-7 years’ relevant experience in project design and/or management. (Substitutions may apply.)
- Minimum of 3-5 years’ supervisory experience.
- Working knowledge of the principles and concepts of engineering, architecture, construction, and/or project management, including occupational hazards and safety precautions.
- Ability to supervise a project management team and manage/schedule CI projects.
- Advanced knowledge of the Construction Specifications Institute (CSI) industry standards, RSMeans cost data, and construction related codes and design guidelines.
- Ability to accurately review, revise, resolve, verify, and approve project drawings, specifications, contractor submittals, pay applications, change orders, requests for information, substantial completion, and warranty items related to CI projects.
- Training, certification(s), and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.

- Excellent attendance, work ethic, attention to detail, conflict management, and critical thinking skills.
- Possess and maintain a valid driver’s license from Missouri or from an adjacent state if you reside outside of Missouri.
