    $42.92 - $52.18 / Hour

    THE POSITION:
    Under general direction, plans, supervises, trains, and coordinates the activities of staff responsible for implementing, monitoring and reporting a grant portfolio related to economic and community development grant programs; to coordinate assigned activities with other City departments, divisions, and outside agencies; and to provide highly responsible and complex administrative support to department management; and performs other work as assigned

    Representative Duties

    The following typical tasks and responsibilities are representative of this class. They are descriptive, not limiting. Essential Duties: Plans, supervises, and coordinates the activities of assigned staff responsible for implementing grant activities and all related reporting requirements. Facilitates project meetings, documents project decisions, progress, and next steps. Confers with stakeholders and grant partners to ensure programs/applications meet requested objectives. Creates and documents long-term strategies for project related operations. Develops and supervises the implementation of goals, objectives, policies, and priorities for housing, homeless, economic and community development programs and grants. Ensures effective communication between stakeholders, and internal and external partners. Prepares grant revisions, amendments, and/or extensions as deemed necessary. Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures. Develops specialized reports, critical to quality metrics and key performance indicators related to grant funded projects. Assesses and monitors workload, administrative and support systems, and internal reporting relationships. Participates in the development and administration of the housing, homeless, economic and community development programs and grants annual budget.     Minimum Qualifications

    • A Bachelor’s Degree from an accredited college or university in in planning, public administration, business administration, or related field; AND
    • Three (3) years of professional progressively responsible experience in the development, delivery, monitoring, or evaluation of complex administrative programs/projects which must include at least one (1) year of supervision; OR
    • Equivalent combination of training and experience which provides the capabilities to perform the described duties

    • Possession of a valid California Class “C” driver’s license

    HIGHLY DESIRABLE:

    • PMP Certified

    ORAL APPRAISAL INTERVIEW (Weighted 100%): (Tentative)

    An appraisal will be made of the applicant's experience, education, training, certification, knowledge, skills, abilities, and personal qualifications for the position. A minimum passing score of 70% is required.

    • Blue & White Miscellaneous Unit
    • Fire Safety Unit

    VACATION: Accrual rate is determined by bargaining unit.
    1-4 years of service: 10 days per year.
    5-13 years of service: 15 days per year.
    14+ years of service: 20 days per year.

    VACATION - FIRE SAFETY SHIFT PERSONNEL ONLY:
    1-4 years of service: 4.68 (24-hr. duty shifts)
    5-15 years of service: 7.02 (24-hr. duty shifts)
    16+ years of service: 9.36 (24-hr. duty shifts)

    HOLIDAYS: 13 paid holidays per year.

    SICK LEAVE: Earned at the rate of one working day per month of service to a maximum of 120 days; portions therafter may be convertible.

    ADMINISTRATIVE LEAVE: 10 days per year for General Supervisory and Management employees.

    INSURANCE: The City and the employee share contributions for premiums for health insurance coverage. The City provides life insurance benefits based on bargaining unit. Visit the City's Employee Benefit website for detailed information (rates and plan information).

    RETIREMENT: Benefits are provided by the City's participation in the Public Employee's Retirement System (PERS). 2% @ 62 for new hire Miscellaneous and 2.7% @ 57 for Safety (Fire & Police). Visit the City's Retirement websitefor additional information.
