    We are recruiting to fill a Budget Manager position to perform highly responsible professional work in the preparation and coordination of the annual budget for the judiciary, and legislative fiscal notes. Work involves monitoring the budget and legislative process, budget and expenditure tracking and reconciliation, maintaining communication with state and local budget and legislative oversight staff. The position is responsible for maintaining a comprehensive reporting system for judiciary program budgets, making recommendations for maximization of funds and appropriations, and preparing and monitoring legislative fiscal notes. This position is also responsible for the direction and coordination of grant activities for the Office of State Courts Administrator.

    • Responsible for the strategic direction of one or more programs. Heavy emphasis is placed on proactive and strategic approaches to statewide budget initiatives.
    • Establishes program goals and develops organizational plans with limited input from higher levels of management.
    • Prepares and creates strategic plans regarding the annual budget request for each component of the judiciary to be submitted to the Supreme Court, Governor, and General Assembly, including the development of supportive narrative justification.
    • Monitors and analyzes expenditures in judicial programs to ensure that appropriate fund balances are maintained, prepares reports on fund balances and projections, and reviews expenditures on a historical basis to project future appropriation needs and to maximize appropriations.


    Minimum qualifications:

    Bachelor’s degree in a related field of study or court management and 6 years of professional experience involving full time work in a closely related field.

    Additional experience above the minimum stated may be substituted on a year for year basis for the required education.

    Preferred qualifications:

    • Intermediate knowledge of the principles and practices of budget administration with reference to governmental procedures, practices, and objectives.
    • Extensive knowledge of the state and federal legislative process.
    • Extensive knowledge of state financial management and budget systems
    • Ability to prepare and analyze detailed financial, budget, and program reports and then organize and present concise oral and written reports on the information.
    • Knowledge of the organization and operation of the judiciary
