    ABOUT THE DEPARTMENT

    From first interview and beyond, the Human Resources Department is dedicated to supporting employee growth and well-being through various services including recruitment; employee benefits and wellness; organizational and career development and learning; labor and employee relations, and equal employment opportunity.     The Human Resources Department comprises approximately 40 positions and provides centralized services to the County’s 22 Departments. The divisions/units within Human Resources include recruitment, classification and compensation, employee and labor relations, disability management, employee benefits and wellness, equal employment, employee learning and organizational development, volunteer and interns, and departmental administration.

    Within the Department of Human Resources, the Employee and Labor Relations (ELR) Division advises departments in personnel and labor contract matters. The Division is committed to nurturing harmonious labor-management relations between the County and employee organizations.     ABOUT THE POSITION

    This recruitment will be used to establish an eligible list to fill one (1) fixed term vacancy (see additional information below) in the Employee & Labor Relations Division of HR; however, the eligible list from this recruitment may also be used to fill future vacancies (regular, fixed-term, full-time, part-time, contingent) in all divisions in Human Resources such as Benefits and Wellness, Equal Employment, Learning & Organizational Development, and Recruitment & Classification and Compensation.     The Employee and Labor Relations Analyst works closely with department managers and supervisors across the organization to provide advice and guidance on the interpretation and application of Human Resources policies, procedures and regulations., They also perform a variety of analytical studies and projects related to the work.

    The position handles aspects of employee and labor relations services within a designated set of departments and bargaining units. It conducts and/or provides support to meet and confer processes and successor bargaining, responds to union requests for information, advises departments regarding subjects of bargaining and strategies to support effective labor relations, and researches and evaluates claims, grievances, and complaints. The position also provides advice and assistance on employee performance management, progressive discipline, employee rights and due process associated with disciplinary and adverse actions, and employee leaves such as the interactive process and reasonable accommodation. This position may conduct training and educational sessions to staff and managers.

    ABOUT YOU

    For this vacancy, our ideal candidate is an experienced Human Resources professional with working knowledge of employment best practices, employment and labor laws, employee performance management and labor relations, and will have worked in large and varied organization(s). They have excellent analytical, research, and project management skills and demonstrate a solution-oriented and exceptional customer service orientation. The ideal candidate has effective communication and interpersonal skills and possess the ability to work collaboratively with others at all levels of the organization, including high-level managers, employee representatives and external partners. The successful candidate will be client and service oriented, have creative problem solving skills, possess good judgment, and be astue and diplomatic. Experience in a public sector and/or union environment is highly desirable.

    QUALIFICATIONS:

    Knowledge of:

    Human Resources Analyst I:
    • Basic principles and practices of human resources administration including applicable laws, codes, regulations and ordinances.
    • Practices of conducting research and preparing effective reports, procedures, correspondence and other written materials.
    • Standard office software applications, practices and procedures.

    Human Resources Analyst II (in addition to the above):
    • Test construction, analysis and evaluation.
    • Methodology for determining reliability and validity of written, oral and performance tests.
    • Equal opportunity employment.
    • Classification plans, job analysis and job design.
    • Methodology of conducting salary and benefits surveys and analysis, including establishing comparability, and statistical sampling and analysis.
    • Meyers-Milias-Brown Act and other state and federal laws, regulations, case law and court decisions impacting employee and labor relations in the public sector.
    • Leave administration.
    • Equal employment laws, policies and guidelines.
    • Adult learning theories, communication processes, and training design.
    • Organizational development theories and practices.
    • Operational characteristics, services and activities of a human resources information system.
    • Business writing and editing.

    Ability To:
    • Perform professional level human resources analytical staff work in assigned areas of responsibility.
    • Interpret, apply and explain applicable laws, ordinances, memoranda of understanding, and policies and procedures.
    • Collect, analyze, interpret and evaluate a variety of data.
    • Prepare clear and concise reports, correspondence, and work products related to the assignment.
    • Use initiative and sound independent judgment within established procedural guidelines.
    • Communicate effectively, including making presentations to individuals and groups.
    • Assign and review the work of staff and/or volunteers on a project basis.
    • Establish and maintain effective working relationships of those interacted with in the course of the work, including County officials and managers, employee representatives, representatives of other governmental agencies, employees, interns and the public.


    MINIMUM QUALIFICATIONS:

    Human Resources Analyst I: Qualifying experience includes at least two years of technical/paraprofessional human resources work. Significant college coursework or a Bachelor’s degree in human resources, business, industrial relations, law, public administration, psychology, sociology, or a related field and/or experience in the public sector is desirable.

    Human Resources Analyst II: One year of experience equivalent to a Human Resources Analyst I performing professional level human resources work requiring use of the knowledge and abilities listed above.
    Depending on the position(s) to be filled, qualifying experience may be limited to experience directly related to the assignment as specified on the job announcement.

    This is a fixed-term position. The current vacancy is budgeted into 2029. Fixed-term positions expire at the end of their budgeted timeframe. However, there may be opportunities for the hired individual during this time-period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and convert to an ongoing position. Fixed-term employment ends when the position’s funding finishes and employees in these positions are exempted from the County’s policies regarding lay-off order and reduction-in-force rights.

    Telework. The Human Resources Department supports telework. The current standard is two-days a week in the office; however, that could be subject to change, and employees are expected to flex their telework schedule based on operational needs. During heavy periods of bargaining, this position will need to be in office more frequently.

    Testing and Eligible List: Depending on the number of qualified applications received, the examination may consist of a highly qualified review, application screening, online assessment, written examination, oral examination, performance examination, or any combination to determine which candidates' names will be placed on the eligible list. The eligible list established from this recruitment may be used to fill the current vacancy, and any future vacancies for open, fixed-term, full-time or part-time positions which may occur while the list remains active.

    Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
