    THE POSITION

    Under limited supervision, the Camp Sacramento Supervisor develops, administers, markets, and supervises Camp Sacramento; assures compliance with regulations and guidelines; researches and applies for grant funding; meets and works with various organizations, boards, committees, and agencies. The Camp Sacramento Supervisor is required to reside at the Camp during camp season, May through October, and is directly responsible for all camp operations and services, including ensuring the provision of medical services and the operation of the water treatment system, 24 hours per day, 7 days a week

    SUPERVISION RECEIVED AND EXERCISED

    Limited supervision is provided by a Recreation Superintendent. Responsibilities include the direct and indirect supervision of non-career supervisory, maintenance, part-time, contract, or volunteer personnel during camp season. May include the direct or indirect supervision of full-time career administrative or clerical staff.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    • Develops and implements Camp Sacramento programs and services, assesses the effectiveness of services; monitors program objectives to assure compliance with appropriate County, State and administrative regulations and program guidelines.

    • Through subordinate staff, plans and directs the operation of the Camp administrative, recreation, retail, food service, medical care, and maintenance functions.

    • Determines facility, program, and service needs, recommends corresponding budgetary enhancements or changes, and initiates appropriate action; develops and implements marketing and public relations programs to promote the Camp.

    • Assists in preparing and provides recommendations concerning the annual program budget; monitors expenditures; develops long-range funding strategies; actively researches and applies for grant funding, corporate sponsorships, and other funding sources; monitors terms and conditions of funding.

    • Collaborates with various community, school, and volunteer organizations to advance programs and services; serves on advisory boards and committees, as needed; conducts research and feasibility studies; prepares reports, correspondence, and records relating to programs and services; represents the department in contacts with the public, other City departments, and various outside public and private agencies.

    • Assumes responsibilities of Recreation Superintendent in Superintendent’s absence, if appropriate.

    • Performs water quality tests utilizing appropriate methods and water testing equipment, troubleshoot problems and writes reports.

    • Assists in opening and closing the on-site water treatment system.

    • Recruits and hires personnel, supervises, trains, evaluates and disciplines assigned personnel.

    • Provides exceptional customer service to those contacted during the course of work.

    • Performs other or related duties as assigned.

    QUALIFICATIONS

    Knowledge of:

    • Principles and practices of public parks and recreation camp program planning, organization, and administration.

    • Customer service principles and practices.

    • Principles and practices of budgeting and record keeping.

    • Research methods, analytical and statistical methods.

    • Promotional and marketing techniques.

    • Principles of report writing.

    • State water treatment and all applicable safety regulations and practices.

    • State food service regulations.

    • Principles of supervision, training, performance evaluation, and employee discipline.

    • Computers and computer applications.

    • CPR and First Aid techniques.

    Skill in:

    • Camp program development, administration and implementation.

    • Providing customer service and resolving customer complaints.

    • Negotiation.

    • Use of computers, computer applications, and software.

    • Resolving conflict and sensitive inter-personal relationship issues.

    • Marketing and securing funds from outside sources.

    • Performing multiple tasks in an expeditious manner; setting and changing priorities accordingly.

    • Remaining calm under stressful or emergency circumstances.

    • Operation of special construction equipment such as a skip loader or box scraper.

    Ability to:

    • Supervise, train, evaluate and discipline subordinates.

    • Reside at Camp Sacramento May through October.

    • Communicate effectively, both orally and in writing.

    • Represent the department before various audiences; facilitate meetings.

    • Promote and market Camp Sacramento programs and services.

    • Conduct research; prepare technical reports, budgetary projections, and grant applications; maintain records.

    • Monitor unit budget, and prepare applicable reports.

    • Obtain and maintain required water treatment, food service and CPR/first aid certifications.

    • Administer CPR/first aid.

    • Serve effectively on various boards and committees.

    • Establish and maintain effective working relationships with employees, department heads, businesses, personnel from other jurisdictions, public officials, and the general public.

    • Resolve conflict and sensitive inter-personal relationship issues unique to a 24 hour/7 day week camp environment.

    • Safely operate vehicles and special construction equipment.

    EXPERIENCE AND EDUCATION

    Experience : Three years of supervisory experience in providing public parks and/or recreation programs and services. Supervisory experience in a 24 hour, 7 day a week environment is desirable.

    -AND-

    Education : A Bachelor's degree from an accredited college or university with a major in parks management, recreation, public administration, business administration or a closely related field.

    Substitution : Additional supervisory experience in providing public parks and/or recreation programs and services may be substituted for the education on a year-for-year basis.

    PROOF OF EDUCATION

    Should education be used to qualify for this position, then proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment . Unofficial documents and/or copies are acceptable.

    An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.

    SPECIAL QUALIFICATIONS
    Driver License:
    • Possession of a valid California Class C Driver License at the time of appointment. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.

    Certifications :

    • ServSafe Food Service certification is required by the start of camp season, and is a condition of continued employment in this classification.

    • CPR and First Aid certification is required at the beginning of camp season, and is a condition of continued employment in this classification.

    • Skip or box loader training and certification is desirable.

    • T-2 Water Treatment Plant Operator Certificate is desirable.

    Work conditions :

    • Reside at camp facility May through October.

    Environmental Conditions :

    • Work outside in various types of weather, terrains and elevations.

    Physical conditions :

    • Walking, stooping, standing or climbing on slippery steep hillsides , or unpaved surfaces.

    • May carry heavy objects of 30-50 lbs.

    The City of Sacramento, Sacramento County, California, was founded in 1849, and is the oldest incorporated city in California. In 1920, Sacramento City voters adopted a City Charter (municipal constitution) and a City Council-City Manager form of government, which are still used today.

    The City Council consists of a Mayor elected by all City voters, and Councilmembers elected to represent the eight separate Council districts in the City. This Charter Amendment also established the Mayor's position as a full-time job.
