    CLASSIFICATION SUMMARY

    The Utilities Services Manager is responsible for the management and oversight of the Utilities Services Division of the Public Works Department, including all planning, implementation, capital improvement, operations, and maintenance of the City’s water, wastewater, sewer, streets, and storm infrastructure, including both water and wastewater treatment, water distribution, sewer collections, streets maintenance, and storm conveyance. The incumbent must establish and maintain cooperative working relationships with consulting engineers, designers, contractors, Federal, State, and local agency representatives, property owners, utility companies, the public, and other City employees.

    The following list reflects the essential job duties and responsibilities of this classification, but should not be considered all-inclusive. The incumbent will be expected to perform other related duties as assigned.

    • Directs, supervises, and manages the activities of the Utilities Services Division of the Public Works Department, including water, wastewater, streets, and storm divisions and related activities;
    • Acts as a mentor and technical resource for subordinate supervisors and staff;
    • Develops and monitors Division goals and objectives to efficiently accomplish assigned tasks and responsibilities of the Utilities Services Division to ensure effective and efficient operation and quality service to the community. This includes evaluating the level of service provided compared to desired level of service, and making program adjustments as necessary; and incorporating new legislation into programs, such as new environmental requirements, by developing and implementing testing procedures, etc.
    • Develops cost estimates for Division projects and funding applications;
    • Reviews the work of subordinates and consultants to ensure conformance with sound engineering practices, and all applicable environmental and Federal, State, and City standards and regulations;
    • Approves and stamps design documents and specifications prepared under his/her supervision;
    • Represents the Public Works Department to citizens, interest groups, and federal/state/local governmental agencies;
    • Assures that concerns and complaints from the public and others are adequately and timely addressed; analyzes solutions for problems and challenges and recommends corrective action, as needed;
    • Develops proposals and oversees the selection, negotiation, and administration of consulting engineering agreements;
    • Prepares the Capital Improvement Plan (CIP) for the Utilities Division; develops and executes the capital improvement plan to implement the CIP as well as utility capital improvement projects to assure reliable utility service and that adequate system capacity is available for growth;
    • Prepares and monitors the Utilities Division budget by reviewing past expenditures, determining future needs, and making determinations regarding the necessary resources and capital improvements to accomplish divisional goals; reviews requisition for items and recommends approval based upon budgetary guidelines;
    • Coordinates activities with other City departments;
    • Prepares reports and presentations for the Department, City Council, and other agencies;
    • Supervises development of and revisions to City engineering standards and specifications related to the Utilities Division;
    • Provides for training and development of subordinate supervisors and staff;
    • Participates in making employment recommendations for personnel; conducts performance evaluations; recommends salary adjustments; and administers discipline as necessary.


    Employment Standards

    This position requires aBachelor's Degree in civil engineering, public administration, or a closely related field and a minimum of five (5) years of experience administering municipal engineering projects, including a minimum of two (2) years of supervisory experience, or any combination of relevant education and experience sufficient to demonstrate the knowledge, skills, and abilities to perform the duties listed above.

    • Must possess a Professional Engineer’s license in the State of Washington, or have the ability to obtain one by comity within six (6) months of hire.
    • Must pass a criminal background investigation.
    • Must maintain regular attendance and punctuality.
    • Must maintain a level of mental and physical fitness required to perform the essential functions of this classification.


    Supplemental Requirements

    Comprehensive Knowledge of:
    • Principles and practices of civil engineering as they relate to design, rehabilitation, construc­tion, inspection, and repair of water, wastewater, streets, and storm infrastructure, including both the water and wastewater treatment plants;
    • Hydraulic Water Modeling and Water/Sewer Comprehensive Planning;
    • Municipal public works planning, design, and administration;
    • New development infrastructure planning and implementation; and
    • Contract management and administration.

    Considerable Knowledge of:
    • Management practices and procedures;
    • Supervisory practices and techniques;
    • Project planning and project management principles and practices;
    • Accounting and financial management; and
    • Federal and State environmental rules, regulations, and procedures.

    Ability to:
    • Make clear and concise presentations at formal meetings;
    • Plan, organize, and direct the work of subordinates;
    • Plan, organize, and direct engineering programs and projects;
    • Communicate effectively orally and in writing;
    • Operate a computer and be functional in Microsoft Excel and Word, and be familiar with Computerized Maintenance Management Systems (CMMS) and related business software.
    • Extensive managerial experience and background in the civil engineering principles involved in water, wastewater, and sewer design, construction, maintenance, and repair.
