job descriptionThe Los Angeles Department of Aging (DOA) is seeking to fill one vacant Accountant position via a Transfer Appointment.
SUMMARY OF DUTIES: This position requires professional accounting work in the analysis, preparation, maintenance, control, and reconciliation of financial records. Incumbent presents reports in accordance with the principles of governmental and public accounting.
DISTINGUISHING FEATURES: An Accountant represents the entry level in the professional accounting series. In the preparation and evaluation of fiscal records, transactions and reports, this position is required to understand and apply accounting theories, principles, terms, and practices including but not limited to governmental and commercial Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS), and to comply with the pronouncements of the Governmental Accounting Standards Board (GASB), and the Financial Accounting Standards Board (FASB).
EXAMPLE OF DUTIES: Under the direct supervision of the Senior Accountant II of the Fiscal Division, this position is responsible for performing a variety of general and specialized administrative tasks related to local, state, and federal funds which includes, but is not limited to the following:
• Analyze monthly agency financial reports for compliance with contracts, justifiability of cash request, reporting compliance, mathematical accuracy;
• Prepare encumbrance documents and payment vouchers for monthly cash disbursements to agencies via the FMIS decentralized data entry procedure, and reconcile expenditure records with Statement of Condition of Appropriation;
• Prepare monthly Agency Budget versus Expenditure Comparison Reports used by management for quarterly redistribution purposes;
• Provide technical assistance to agency accountants regarding contract compliance of financial reports;
• Monitor grant fund disbursements to agencies;
• Develop computerized forms and spreadsheets for grant and City financial reporting requirements;
• Reconcile monthly USDA meal count/cash receipts for agency nutrition programs;
• Prepare cash receipts and journal vouchers for grant funds received; and
• Assist in the preparation of financial and analytical reports to the Executive Management as well as local, state, and federal agencies as needed.
REQUIREMENTS • Must be a current city employee in the class of an Accountant.
LICENSES
• A valid California driver's license may be required.
