    As a Service Level Manager for the East Region, you will have the opportunity to build for a stronger tomorrow by applying your diverse background, education, and work experiences to the oversight of facilities planning, building maintenance and operational strategies for approximately 20 facilities, including 4 Missouri State Schools, 5 Department of Mental Health facilities, 3 Department of Youth Services facilities, and 8 state office buildings, totaling over 2 million square feet and nearly 300 acres. This person will support the mission and vision of FMDC through developing positive relationships with internal leaders and external stakeholders while focusing on delivering targeted results that improve the overall occupancy experience, operating efficiency, and site reliability.     This position is with the Office of Administration Division of Facilities Management, Design, and Construction (OA-FMDC) supporting the Operations Team. OA- FMDC is committed to strengthening the State’s investments while providing a safe and secure environment through innovative design solutions and excellent customer service.

    What you’ll do:

    • Prioritize excellent customer service for a wide and diverse network of internal and external stakeholders, including but not limited to internal teams, state agencies, state officials, contractors, and the public with focus on delivering targeted results that improve the overall occupancy experience, operating efficiency, and site reliability.
    • Report to the Deputy Director of Facilities Operations and oversee approximately 90 full-time and 4 part-time team members.
    • Ensure team members and facilities follow all OA-FMDC health and safety protocols in addition to OSHA standards.
    • Conduct and record constructive monthly professional development meetings as well as performance evaluations for direct reports, and ensure direct reports are completing for their team members.
    • Meet with direct reports and/or all team members to communicate and explain directives, policies, guidelines, and procedures for transparency on changes, to answer questions, and to maintain morale.
    • Project and cultivate a positive, healthy culture for and image of the organization to employees, customers, industries, and communities.
    • Answer emergency calls and coordinate shift coverage with facility mangers to ensure regional facilities are staffed appropriately.
    • Oversee, coordinate, and confirm coverage at state facilities after hours and/or for emergency purposes (i.e., severe weather, snow removal, water leaks, fire, and more) to ensure facilities and grounds are properly maintained and cleared for team members and the public to conduct state business.
    • Develop and implement life safety/emergency preparedness programs through coordinating with key OA-FMDC operational groups including but not limited to Security, Safety, Capital Improvements Planning, Project Management, and contracted technology partners as well as internal stakeholders of agencies such as Department of Mental Health (DMH), Division of Youth Services (DYS), and Department of Elementary and Secondary Education (DESE), etc.
    • Develop and implement an annual operational plan for all facilities within the region, including conducting yearly facility assessments to ensure compliance.
    • Identify, prioritize, implement, and manage capital improvement strategies and budget requests in a manner that optimizes expenditures and achieves expected results.
    • Perform, delegate, supervise, and ensure quality of work relating but not limited to heavy equipment and machinery operation; grounds maintenance; building operations; electrical; heating, ventilation, and air conditioning (HVAC); electronics; carpentry; concrete and masonry; welding; plumbing; and/or painting.
    • Manage the vocational and supervisory-level employee resources including providing assistance in more complex projects and supervision of employees, such as hiring recommendations, training, planning, assigning work, performance assessment, coaching, and more. (Supervision at this level also requires this person to have the knowledge and skills to perform and review the work overseen.)
    • Ensure facilities remain in compliance with agency programmatic requirements.
    • Prioritize, approve, and manage purchasing requests, monthly administrative programs, time and leave usage, facility coverage, and training program compliance.
    • Perform other related duties as assigned.

    • Excellent attendance, work ethic, attention to detail, and critical thinking skills.
    • Safety-first mindset with considerable knowledge of occupational hazards and safety precautions.
    • OSHA 10 and/or 30 certifications preferred, but FMDC can provide if needed.
    • Possess and maintain a valid driver’s license from Missouri or from an adjacent state if you reside outside of Missouri.
    • Ability to manage multiple projects and team members (including training, mentoring, coaching, and skills development) in multiple locations with an emphasis on safety, security, customer service and project outcome.
    • Ability to comprehend, analyze, and interpret complex technical documentation to solve problems and provide several options for resolution.
    • 5 or more years of supervisory experience.
    • Ability to plan, manage, and direct numerous time-sensitive projects using procedures, processes, regulations, and practices applicable to a specialized trade.
    • Skill in reviewing potential resolutions to issues and considering relative costs and benefits to discern appropriate action.
    • Ability to evaluate processes and make recommendations for process improvement and streamlining operations.
    • Knowledge of business and management principles, process improvement strategies, and other high-level leadership competencies preferred.

    *This position is physically demanding. Examples of job duties may include prolonged periods of walking/standing/sitting/bending/driving, climbing ladders, ability to lift/carry up to 50 pounds, working in inclement weather and working on uneven or elevated surfaces.
