    This is an advanced administrative and managerial position. This is administrative work in a secure care level residential treatment facility involving the supervision of staff and youth committed to the custody of the Missouri Division of Youth Services with the Department of Social Services.

    The following tasks are the responsibility of the Youth Services Manager (Youth Facility Manager IV):

    • Directs and manages the operation of a four group treatment facility which includes overseeing treatment, education, and medical services for youth; and overall management of support and administrative functions such as training, leadership development, fiscal, personnel, and facilities management.
    • Develops, implements, supervises, and evaluates the details of a group treatment program and the provision of individualized services for youth; provides training to staff.
    • Assess and monitor existing program practices and provide feedback and direction related to program planning, staff development, and program innovation as part of an ongoing program improvement and results-based planning process. Propose and implement changes to better meet the needs of youth and families, and enhance the outcomes achieved by DYS initiatives and programs.
    • Ensure program maintains basic services, safety, and security. Monitor for quality of services and efficient use of funding, including building, vehicle, and equipment upkeep and maintenance, professionally administered medical care, and high-quality food service which meet the needs of the youth.
    • Develops and promotes community relations with schools, churches, public and/or private social services agencies, and other groups.


    Knowledge, skills & abilities

    In addition to those identified in the previous levels:Knowledge of the principles and practices of management and program administration. Knowledge of the principles and practices of budgeting, fiscal administration, procurement, and inventory control.

    A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in the following: Criminal Justice, Education, Psychology, Sociology, Social Work, Family and Child Development, Human Services, Counseling, Public or Business or Health Care Administration, Nursing, Physical Rehabilitation, Occupational Therapy, Dietetics, Nutrition or a closely related field; and Four or more years of professional experience in protective services for children; self-sufficiency/income maintenance; child support; in-home services; programs for blind or visually impaired persons; Medicaid or other health insurance programs; nursing; health care or health delivery system; pharmacy or pharmacology; treatment and education of adjudicated juveniles; juvenile delinquency prevention programs; or resource, financial or legal investigations.

    (Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.) (Earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for a maximum of two years of the required experience at a rate of 24 credit hours for one year.)

    Special Requirement: Possession of a valid vehicle operator’s license.
