    Job Description

    Under general supervision, the Program Manager serves as the agency main point-of-contact of the Student Management Systems (SMS) in order to promote the quality and integrity of the data entered and reported into the systems. Serves as the Strategic and Education Services (SES) lead for determining the priority for SMS and related system projects. Collaborates with stakeholders in establishing efficient processes and procedures for entering and maintaining student data as well as assisting the divisions with student management system questions and issues. Additionally, the position manages user access and provides training to new users and on new features. May supervise support staff such as Project Specialists and student worker(s).

    The Program Manager reports to the Agency Associate Director.

    Required Qualifications:
    • Bachelor's Degree from an accredited college or university or an equivalent combination of education and experience. (Equivalency: Will consider nine years of related experience with an Associate’s degree, or eleven of related experience with a high school diploma or GED.)
    • Seven years of front-end user experience with student management systems and related portals, to include student record creation, registration, class set-up and close-out.


    Required Licenses/Certifications:
    • Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.


    Preferred Qualifications:
    • Bachelor’s degree from an accredited college or university.
    • Nine years of front-end user experience of the agency's Student Management System and related portals, to include student record creation, registration, class set-up and close-out.


    Physical Requirements:
    • Ability to sit/stand for long periods of time.
    • Physical conditioning consistent with setting up classrooms, movement of training equipment.
    • Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines.

    • Standard office equipment: computer, keyboard, multifunctional printer, telephone.


    Notifications:

    • This position may require work beyond normal office hours and/or work on weekends.
    • This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures.
    • All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.
    • As part of TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/HQ Department Head.
    • Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.
    • This position may direct or evaluate the work of others.
    • This position allows telecommuting per TEEX guidelines.


    Essential Duties, Tasks, and Percentages

    Student Management System (SMS) Operations - 70%
    • Manages the day-to-day operations of the Student Management Systems (SMS) for the agency and serve as the technical point of contact.
    • Serve as liaison and user advocate (external and internal users) and identifies system issues and unmet user needs.
    • Maintain on-going talks with internal users.
    • Analyzes patterns of problems or requests through review of feedback from users.
    • Uses identified information to recommend improved solutions to existing systems and software issues or needs.
    • Leads SMS working groups for the purpose of conveying and/or gathering information required to make improvements and solve problems.
    • Coordinates with Network and Information System (NIS) on assigned projects, ensuring successful delivery according to approved specifications and timelines.
    • Decides on the implementation process and communicates it to all affected parties.
    • Serves as the SES lead for identifying, understanding the impact of, and deciding the priority for SMS and related system projects.
    • Submits system change requests for functionality improvements, set-up, clean-up, and compatibility issues for integration into new SMS.
    • Disseminates project requests to appropriate areas for corrective action.
    • Assists Divisions with issues related to the entry of training, technical assistance, or emergency response activities.
    • Assists Divisions with registration, scanning and data entry for large agency events such as conferences and annual schools.
    • Leads in the preparation of written materials (i.e., procedures, system level documentation, reports, memos, letters, etc.) for the purpose of documenting activities, providing written reference, conveying information and training.
    • Informs divisions of issues related to SMS and agency requirements through timely meetings and/or emails.


    Training - 15%
    • Develops and delivers required SMS-focused training program, which includes training of new users, and training to introduce system features or modifications.
    • Develops and distributes job aids, such as “how to’s”.


    Internal Controls and Monitoring - 15%
    • Assigns access privileges to the users of the SMS.
    • Administers the Websupport and SMS Administrator Outlook mailboxes.
    • Performs periodic review of system user list to ensure appropriate access is assigned to all users.
    • Performs monthly delivery records monitoring requirements for the agency.
    • Monitors the agency student data and provide feedback to divisions and departments concerning consistency of data.


    Other Duties:
    • Performs additional work duties as assigned.
