    Introduction

    THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

    Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

    DESCRIPTION

    THE AGENCY

    Treasurer-Tax Collector Department's mission is to provide County departments and all other depositing agencies with secured and convenient countywide central banking facility and countywide central banking facility and countywide treasurer administration services, including the investment of monies on deposit with Treasurer in the Treasurer's Investment Pool, provide real estate and personal property tax billing and collecting services, provide business licensing services in the unincorporated areas of the County, and provide in-house administration of the County's deferred compensation plan programs for eligible employees

    THE POSITION

    Under general supervision, to provide para-professional specialized plan administration and participant service support duties to the County’s Deferred Compensation Plan participants; provide back up for the Deferred Compensation Specialist; respond to Deferred Compensation administration inquiries from the Deferred Compensation Program Manager, Deferred Compensation Specialist, plan participants and plan retirees; assist participants with the accurate completion of various forms required by the plan; process Deferred Compensation payroll modifications and catch-up calculations; monitor the Third-Party Administrator(TPA) website for reports requiring action and perform the necessary tasks to update the information where appropriate; perform other related duties as required.

    This single position classification is located only in the Treasurer-Tax Collector’s Office. The incumbent in this class is responsible for providing overall para-professional support within the Deferred Compensation Plan, including ensuring the completeness of all necessary enrollment documentation. The incumbent also assists with the day-to-day inquiries about the program.

    This class is distinguished from the Deferred Compensation Specialist in that the responsibilities of the latter class involves independent decision-making, development, or oversight of a program or function, the more limited availability or nature of supervision received and a greater scope and complexity of activities, regulations, and guidelines.

    VACANCY

    The immediate vacancy is within the Deferred Compensation Unit of the Treasurer-Tax Collector’s Office . This unit supports the Alameda County Deferred Compensation Plan and its 10,000+ participants. Responsibilities include assisting with program implementation, scheduling and coordinating "roadshows," providing comprehensive customer service, and maintaining and monitoring various Excel spreadsheets to support operations.

    MINIMUM QUALIFICATIONS

    EITHER I

    Education : An Associate Degree from an accredited college (Additional years of experience may be substituted for the required years of education on a year for year basis).

    AND

    Experience : The equivalent of two (2) years of full-time experience as a Specialist Clerk II or in an equivalent or higher-level classification with at least one (1) year performing retirement benefits administration duties that includes statistical or fiscal work in the Alameda County classified service.

    OR II

    Education : An Associate Degree from an accredited college (Additional years of experience may be substituted for the required years of education on a year for year basis).

    Experience : The equivalent of three (3) years of full-time experience performing retirement benefits administration duties that included statistical or fiscal work.

    NOTE :The Civil Service Commission may modify the Minimum Qualifications in the announcement of an examination.

    KNOWLEDGE AND SKILLS

    The most suitably qualified candidates will possess the following competencies:

    Knowledge of :
    • Basic personnel and payroll transactions.
    • Effective customer service techniques.
    • Information gathering and research methods.
    • Document Imaging.
    • State and federal laws and regulations governing the defined contribution plans.
    • Spreadsheet, computer applications, and data entry skills.
    • Correct usage of English, including punctuation, spelling and grammar.

    • Listen attentively to discern participants’ and employees’ needs.
    • Make accurate mathematical computations.
    • Communicate effectively orally and in writing.

    EXAMINATION COMPONENTS

    THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
    A review of applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. A review of the supplemental questionnaire to determine the best qualified. Those candidates considered the best qualified will move on to the next step in the examination process. This is a pass/fail exam component. A Microsoft Excel computer skills assessment that will be weighted as 40% of the candidate's final examination score. This examination may be administered virtually. An oral examination which will be weighted as 60% of the candidates' final examination score and may contain situational exercises . This examination may be administered virtually.
    Candidates must attain a qualifying rating on each portion of this recruitment.

    Alameda County, California, was established in 1853. The County was created from the territory of two counties created in 1850: Contra Costa and Santa Clara. It was given the local name for the region, Alameda, which translated loosely as "a grove of poplars."
