    Role

    Yavapai County is in search of a dynamic and innovative leader to fill the position of Director of Workforce Development.

    The ideal candidate will be a communicative and collaborative leader, adept at fostering team cohesion and promoting a positive work culture. Additionally, they should possess a comprehensive understanding of workforce development innovation along with the strategic management of funding resources.

    This role involves executing professional and technical responsibilities of significant complexity related to the planning, implementation, and coordination of workforce development initiatives as outlined in the Workforce Innovation and Opportunity Act (WIOA). W ork is performed under the general direction of the ARIZONA@WORK Yavapai County Workforce Development Board (WDB) and the direct supervision of the Yavapai County Manager.

    Major Duties, Responsibilities

    • Represents and advances the Workforce Development Board’s position to elected officials, citizens, business leaders and organizations by building collaboration and consensus. Negotiates with key stakeholders and provides fiscal oversight of the administration, employment, and training programs.
    • Plans, implements, and coordinates workforce development initiatives, policies, and programs in support of the Workforce Development Board’s responsibilities under the WIOA.
    • Develops policy for the local workforce system including the four (4)-year local plan for the WDB.
    • Conducts detailed workforce research and regional labor market analysis.
    • Sets strategies using technology to maximize the accessibility and effectiveness for the local workforce system.
    • Convenes, develops and leverages stakeholders including education providers, employers, non-Federal entities, and acquires monetary resources for the benefit of building local talent pipelines and a qualified workforce.
    • Provides accountability measures, programs, and financial oversight over youth, adult and dislocated worker employment training activities, grants, contracts, and the One Stop Operator under WIOA.
    • Assesses the physical and programmatic accessibility of all one-stop career centers in the local workforce development area in accordance with WIOA and the Americans with Disabilities Act of 1990.
    • Ensures proper integration and participation of all mandated ARIZONA@WORK partners, including certification of each one-stop career center as outlined under WIOA.
    • Acts as a liaison and develops partnerships between the County, departments, and community stakeholders; responds to inquiries in a courteous and timely manner.
    • Identifies and develops various funding resources, researches eligible grant funding opportunities.
    • Presents at and facilitates meetings, develops agendas and reports of activities.
    • Conducts statistical, analytical and market research on workforce development issues; identifies information needed to conduct studies; evaluates projects utilizing cost/benefit analysis, fiscal and economic impact and relevant multiplier factors.
    • Provides assistance with legislation tracking and advocacy initiatives as they relate to workforce development.
    • Performs other job-related duties as required.


    Minimum Qualifications

    Education:
    Bachelor’s degree in business/public administration, accounting or closely related field from an accredited college or university.

    Experience:
    Minimum of four (4) years of experience in workforce development, career services or program management.

    An equivalent combination of directly related work experience and education may substitute for the advanced degree requirement on a year-per-year basis.

    Additional Requirements:
    Must possess a valid Arizona driver’s license.
