This recruitment will establish an employment list to fill current and any future vacancies within the Health & Human Services Agency. The anticipated life of the employment list is six months. Two (2) current vacancies are with the Recovery-Oriented Services (ROS) and Forensic Team within the Health & Human Services Agency located in Visalia. The anticipated life of the list is six months.
Typical Duties
Level I: Attend trainings and apply learned techniques to serve the clients within assigned treatment programs. Operates a variety of office equipment. Manage a caseload by accurately documenting all supportive client services that have been provided. Provide casework consultation to staff members who participate in multidisciplinary treatment team meetings. Develops client rapport by supporting, advocating, and representing the peer and family/caregiver perspective within the behavioral health system. Attend Behavioral Health or Substance Use Disorder Program activities in the community to engage with those who might benefit from behavioral health services or distribute promotional information. Openly share their own lived experience on their wellness and recovery journey from their Behavioral Health and/or Substance Use Disorder experience, services and outcome with others to promote wellness and recovery of consumers and in the community at large. Tactfully educates others about stigma related to Behavioral Health/Substance Use Disorder challenges and treatment. Actively engages clients with encouragement, mentoring, and advocacy. Effectively performs problem-solving on a one-to-one basis to help clients obtain necessary daily living skills. Facilitates various support, peer support, peer recovery, and family and/or wellness and recovery groups. Educate consumers, family members, and caregivers about the wellness and recovery process, including individuals living with co-occurring disorders, who have been justice involved, who are unhoused or at risk of becoming unhoused, and who are experiencing or have recently experienced a behavioral health-related crisis. Level II: Manage a caseload by accurately documenting all supportive client services that have been provided. Maintain timely and accurate records of activities in accordance with standards established by local, state and federal oversight entities. Initiate and maintain notes in client tracking and management systems, service records, and other required documentation in standard form and language and in compliance with state, federal and programmatic guidelines. Maintain productivity standards related to activities that may be reimbursed by state and federal oversight entities and as determined by program needs. Actively contribute to multi-disciplinary treatment teams by providing casework consultation to staff members. Provide intermediate-level wellness and recovery interventions. Assist with family liaison work, including reunification. Support consumer’s treatment plan goals. May undertake and complete a variety of office assistance projects requiring independent judgment, initiative, and the maintenance of confidentiality. Act in a lead role as a resource person for and assist in the training, delegation of work assignments, and mentoring of lower-level peer support specialists. Minimum Qualifications
MINIMUM QUALIFICATIONS
Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Education: Equivalent to completion of the twelfth(12 th ) grade.
Experience: Level I: Be self-identified as having six months of experience with the process of recovery from a mental illness or substance use disorder, either as a consumer of these services or as the parent, caregiver, or family member of a consumer. Level II: Six (6) months of experience or volunteer work equivalent to that gained as a Peer Support Specialist with Tulare County.
Knowledge of: The process of recovery from a mental illness or substance use disorder, either as a consumer of these services or as the parent, caregiver, or family member of a consumer. Good organizational skills, interpersonal skills, and communication skills. Programs and treatment techniques for the support and care of persons with mental illness or substance use, especially those who may be experiencing a life crisis or be unhoused. Concepts of mental illness and Behavioral Health or substance use and recovery: the physical, emotional, and social needs of persons with mental illness. Community resources and techniques for building rapport with peers. Cultural and socio-economic stigma influencing Behavioral Health.
Skill/Ability to:
Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles, and behaviors of both clients and co-workers. Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment. Retain and recall information about specific procedures. Prepare clear, concise, and comprehensive case records. Complete multiple priority projects with strict deadlines. Effectively manage client caseload. Maintain confidentiality of patient/client information. Learn the various operational procedures of the assigned program(s) and population(s). Relate and communicate effectively with peers, family members, and the public. Tactfully interact with clients/consumers in social, recreational, and living skills activities. Follow verbal and written instructions.
License or Certificate: Level II: Possess a valid Peer Support Specialist certification issued by the California Mental Health Services Authority.
DESIRABLE EMPLOYMENT STANDARDS
Experience: Volunteer work experience with a Public Behavioral Health system.

Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday.
Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.
Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation: A voluntary deferred compensation plan is available.
