The Position
OPEN EXAMINATION - ONE-YEAR PROBATIONARY PERIOD
Under general direction, this mid-management position assists in the planning of major departmental projects and coordinates activities essential to the successful completion of capital improvement projects from initial planning through final completion.
Essential functions of the job include, but are not limited to, the following:
Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.
Develops or assists in the development of long-range and current planning efforts for departmental capital improvement projects. Analyzes architectural, engineering, urban design, environmental and economic issues in project development.
Coordinates the implementation and completion of construction and/or departmental capital improvement projects, working with consultants, community groups, staff, architects, engineers, contractors and/or inspectors.
Responsible for selecting and contracting with professional consultants, including preparation of RFQ's and RFP's, contract negotiation and administration.
Schedules design and construction work, administers contracts, arranges inspections, coordinates project development team, and serves as liaison between project staff, City departments, outside public agencies, consultants, contractors and the community.
Prepares and administers project budgets and schedules. Assists in the preparation of capital improvement project grant applications.
Makes field inspections as needed to ensure compliance with plans and specifications.
Prepares comprehensive written and oral reports and makes recommendations for presentation to department management, the City Manager, City Commissions, the City Council and other public agencies, and community groups. Senior classifications represent the department at public meetings and respond to questions dealing with citizen inquiries.
Assumes responsibility for ensuring the duties of the position are performed in a safe efficient manner.
Performs other related duties as assigned or as the situation requires.
Minimum Requirements
Experience
Five (5) years administrative and supervisory experience in construction management as it relates to building systems, including but not limited to project management software such as Microsoft Project, etc. - also including inspection and development and/or project management work. Two (2) years of such experience must be in planning, design and analysis of type I, III, and V construction, with specific emphasis on seismic rehabilitation and constructability review.
Education/Training
Associate's degree required.
Bachelor's degree in Civil Engineering, Architecture, Project Management or a related field and/or possession of Engineer in Training (EIT) Certificate from the State of California desirable.
License(s)/Certification(s)
Valid Class C California driver's license.
Knowledge, Skills & Abilities
Knowledge of:
Building and construction codes, and a general understanding of the Public Contracts code.
Computer applications relating to project management such as Microsoft Office and Project, and AutoCAD.
Principles of management, supervision and training.
Principles of public parks and recreation facility capital improvement project design, construction, and project management.
Principles of urban planning, construction, inspection, project management and building design.
Project management scheduling and budget applications.
Public project implementation procedures, including permitting and environmental review.
Skill in:
Effective verbal and written communications, both on a one-on-one and on a group basis.
Strong commitment and ability to:
Foster customer service values in all interactions, including those with internal customers across departmental lines, and with external customers, especially consultants, contractors, vendors and members of the community at large.
Ability to:

Selection Process
EVALUATION OF APPLICATION: All applications, resumes and submitted reference materials will be reviewed and evaluated and only the best-qualified candidates based on applicable education and experience will be invited to the selection process.
Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list.
WRITTEN EXAM (Pass/Fail): To evaluate the applicant's written communication skills. Approximately the top 12 scoring candidates who score the highest on the written examination will be invited to participate in the oral examination process.
ORAL INTERVIEW: (Weight of 100%) To evaluate the applicant's experience, education, and general background for the position.
TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED. Any evaluation will be based on the candidate's education and experience as related to the position. Any examination will be to evaluate the candidate's education, experience, knowledge and skills for the position. The City of Glendale reserves the right to modify the above stated examination components and/or weights. Should this be necessary, the candidates will be notified of the specific examination components and weights prior to the administration of any examination. The selected candidate will be subjected to a background check including Livescan fingerprinting.
