About the Role:
The Finance and Administration (F&A) Section seeks a highly organized and detail-oriented Financial Analyst (Business and Finance Officer II) with excellent communication skills to join our team. This role encompasses a variety of responsibilities, including grant accounting, reporting, and general accounting tasks. The ideal candidates should be detail-oriented, exercise sound judgement and time management, and demonstrate strong critical thinking skills. They will be expected to manage federal and state grants, responsible for billing and reporting related to interlocal agreements, perform large-scale financial data analysis, prepare complex financial reports, and apply general accounting principles. Additionally, this position is responsible for ensuring compliance with financial regulations and the accurate execution of transactions.

About the Team:
The Water and Land Resources Division (WLRD) protects, restores, and manages King County's water and land using the best available science, innovation, and collaborating with our partners and the community. WLRD employs scientists, engineers, policy experts, ecologists, and project managers dedicated to protecting the health and integrity of King County’s natural resources, so that they can be enjoyed today and for generations to come. WLRD provides flood control services, stormwater management, and other natural resource management services throughout the county. The division has seven sections - Stormwater Services (SWS), Rivers & Floodplain Management (RFMS), Rural & Regional Services (RRS), Science & Technical Support, Environmental Lab, Hazardous Waste, and Finance & Administration (F&A).

Job Duties

What You Will Be Doing:

• Assist the Senior Financial Analyst in the development and preparation of capital portfolio with project/program managers by reviewing and analyzing program capital budget requests and compile multiple requests into a comprehensive budget.
  
  
• Assist in capital budget revisions, supplemental budget requests, fiscal notes on proposed legislation, and financial plans.
  
  
• Interpret Federal, State, and Local grant agreements and analyze eligible expenditures for reimbursement. Prepare and submit grant billings or invoices on a monthly or quarterly basis. Collaborate with project managers and hold monthly meetings to discuss grant billing progress. Prepare standard, ad hoc, and custom financial reports.
  
  
• Collaborate with the grant coordinator and administrative staff to address questions and resolve issues. Assist in the annual preparation of the state and federal grants and financial reporting.
  
  
• Provide comprehensive finance and accounting support to the assigned business unit. Perform quarterly reconciliations of the general ledger for both operating and capital funds. Coordinate with Real Estate Agents on acquisitions and prepare wire transfer for land purchases. Complete capital asset documentation following purchase finalization.
  
  
• Review and report budgeted revenues and expenditures to project/program managers to ensure compliance with budget constraints. Prepare and review accounting transactions to ensure the accuracy of financial data. Monitor and reconcile project and program expenditures and revenues.
  
  
• Prepare and support month-end and year-end financial closing processes, including preparing and reviewing journal entries, reconciling accounts, revenue, and expenditure accruals, and ensuring accurate financial reporting. Analyze financial data to identify and resolve discrepancies. General financial report for management review. Ensure compliance with accounting standards and deadlines.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

• Bachelor's degree in Accounting, Finance, Business Administration, OR any equivalent combination of education and experience
  
  
• A minimum of three (3) years of experience in financial data analysis, including the hands-on experience with preparation of complex accounting reports, budgeting, performing detailed reconciliation, forecasting, and provide accurate reporting to support decision-making.
  
  
• Strong understanding of Generally Accepted Accounting Principles (GAAP) with hands-on experience in month-end and year-end closing processes, general ledger (GL) reconciliation, financial data analysis, and generating accurate and comprehensive financial reports. Demonstrated ability to maintain the integrity and accuracy of financial data.
  
  
• Proven ability to prioritize tasks, work independently, and manage multiple responsibilities efficiently. Capable of planning, organizing, and prioritizing daily work, often handling conflicting priorities to meet tight deadlines while maintaining high standards of accuracy
  
  
• Proficiency in Microsoft Office Suite, especially Excel, including experience with PivotTables, data validation, conditional formatting, and familiarity with functions such as LOOKUPs, logical functions, and data visualization. Familiarity with financial or enterprise resource planning (ERP) systems. Ability to work with large datasets and generate meaningful insights.
  
  
• Ability to complete work assignments both independently and collaboratively in a team environment, demonstrating strong interpersonal and communication skills to ensure effective teamwork and project success. Demonstrated excellence in financial analytics, including the ability to analyze large datasets from multiple, disparate sources and systems to provide actionable insights. Experience with data visualization tools is a plus.

It Would Be Nice if You Also Bring:

• Experienced in the use of King County financial systems and tools such as Oracle EBS, BI Insights, BI Publisher, etc.
• Experience with compliance rules and billing procedures for state and federal government grants.
• Previous experience in budgeting, forecasting, and financial modeling.
• Advanced proficiency in MS Excel, including using VBA to automate tasks, create custom functions, and manipulate data with spreadsheets by writing VBA code. Skilled in performing complex financial analyses using SQL and working with large databases.

Working Conditions:

• Remote and Onsite Work Details:
  Employees in this role work remotely from a home location, with onsite reporting requirements typically monthly. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department’s vision of Green Where We Work ..
• Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
• Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
• Union Representation: This position is represented by Teamsters Local 117.
