The Director of BLS Programs leads a team that is responsible for four programs that collect and produce key foundational economic data for Missouri in partnership with the U.S. Department of Labor, Bureau of Labor Statistics (BLS) federal-state cooperative labor market information program. Maintaining high quality and consistency of this essential economic data benefits decision-makers throughout the state.

• Lead the Bureau of Labor Statistics (BLS) cooperative programs for the state, including data programs on unemployment, employment and wages, industry sectors, and occupational statistics.
• Oversee the data collection, production, quality control, analysis, and publication of the state core economic employment data.
• With a focus on high quality and complete data, strive to make Missouri a best-practice state for labor market information.
• Successfully supervise a team of program leads and their direct reports with collaborative and supportive leadership that upholds the values of the Department.
• Provide technical and administrative support to program leads to help successfully achieve program deliverables.
• Seek out and implement innovative and modern strategies for data collection, program collaboration, process improvement, and data quality, confidentiality, and integrity.
• Serve as the primary administrative liaison with the U.S. Department of Labor, Bureau of Labor Statistics, assuring all grant-required deliverables are achieved, while assisting with managing the program budgets.
• Advocate for the participation in survey-based data collection and for the value and use of the program data.
• Understand and analyze both macro- and micro-economic and labor market data and trends to both support program performance and to communicate the data to internal and external stakeholders.
• Maintain relationships with state and federal partner agencies.
• Serve as part of the Office of Performance and Strategy leadership team.
• Perform other related work as assigned.
• Demonstrate regular and reliable attendance.
Beneficial education and/or work-related experience includes technical or professional experience in research, data analysis, economics, business, public administration, or closely related area, including military service.
Demonstrated Knowledge, Skills, and Abilities:
• Knowledge of statistical methods, data collection and dissemination, sample surveys, and quantitative analytical methods.
• Knowledge of economic, education, and labor market information data sets, sources and uses.
• Knowledge of current issues related to the economy, education, and labor market trends.
• Ability to coach and support employees to create a positive work environment that encourages innovation and collaboration and recognizes achievement.
• Ability to think strategically and problem-solve.
• Ability to effectively interpret and communicate complex datasets to various stakeholder audiences.
