The open eligible list established by this recruitment will be used to fill current and future Health Services Analyst positions. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County.
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.
HEALTH CARE AGENCY The
County of Orange Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Specialized Medical Services, and Public Health Services - is committed to meeting the health needs of the diverse Orange County community.
THE DEPARTMENTS Correctional Health Services ( CHS) is comprised of two (2) separate entities. One is for the adult inmates and the other is for the juveniles. The Adult CHS program provides medical, dental, nursing, infection control, health education and pharmaceutical services at a community standard of care and provides mental health services including 24-hour emergency triage and crisis intervention, suicide prevention, treatment beds, individual and group therapy, substance use counseling, medication assessment and discharge planning to all adult inmates in the County's five (5) correctional facilities. The Juvenile Health Services program has two (2) clinics -Juvenile Hall Health Clinic and Orangewood Family Health Clinic.
Behavioral Health Services (BHS) Division consists of the following service areas, Adult and Older Adult Behavioral Health (AOABH), Children and Youth Services (CYS), Quality Management Services (QMS), Mental Health Services Act (MHSA) Office, Substance Use Disorder (SUD) Services, Crisis and Acute Services, Forensics and Justice Involved Division and Data Analytics and Outcomes. These areas provide culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care.
PUBLIC HEALTH SERVICES Through assessment, policy development and assurance,
Public Health Services provides a wide range of services aimed at reducing death and disability by reducing the transmission of communicable diseases, preventing and lessening the impact of chronic diseases, and ensuring healthy and safe environments.
THE OPPORTUNITY: The Health Services Analyst is responsible for managing a wide range of projects from concept to delivery that supports strengthening health workforce systems, processes, and policies.
Responsibilities of the Health Services Analyst will include but are not limited to:
- Oversight of contracted services, communicating with both vendors and Contract Services regarding funding, deliverables, and contract facilitation.
- Perform data analysis to monitor progress and issues in operational, financial, and regulatory aspects of the department and to create program benchmarks and reports.
- Perform audits of patient healthcare charts for quality assurance and HIPAA compliance.
- Oversight of program grant administration, including application process, and requisite reporting to grant authority.
- Conduct administrative and analytical duties to make program recommendations based on available data.
- Communicate with key stakeholders in a timely.
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES: The ideal candidate will have three (3) or more years of experience working in healthcare, or correctional setting. Possession of a bachelor’s degree in health administration, criminal justice, or other closely related field is preferred.
Additionally, the ideal candidate will also demonstrate the following:
Technical Expertise and Knowledge of:- Gathers and evaluates data for planning workflows (including assessment and priority setting).
- Identifies and resolves technical issues and problems through good judgment and decision-making utilizing technical expertise.
- Understands health care related terminology and trends.
- Uses technology to create reports, presentations, charts, and graphs.
- Knowledge of Microsoft Office Suite and electronic medical record systems (e.g. EHR system).
Project Management- Manages the implementation of medium to large projects utilizing strong organizational skills.
- Monitors timelines and set project goals and objectives that align with departmental and County priorities to ensure desired outcome.
- Determines the necessary activities and the allocation of resources needed to effectively manage projects.
- Follows up on status of projects and integrates changes smoothly and navigates team.
- Exhibits cost consciousness and ensures budget does not exceed departmental and County resources.
- Performs independently with an appropriate sense of urgency based on priority.
Leadership & Supervision | Developing Others:- Demonstrates leadership/management skills to direct and ensure delivery of efficient high-quality services.
- Creates and develops teams to achieve performance and productivity standards.

SPECIAL QUALIFICATIONS/REQUIREMENTS FOR SOME ASSIGNMENTS: - Candidates must NOT have felony convictions or be on any form of probation.
- Candidates are required to pass a comprehensive background investigation prior to a formal offer and acceptance of employment and maintain background investigation to the satisfaction of the Orange County Sheriff-Coroner. Completing a Personal History Form, interviewing with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references, and education verification (i.e. degree, license, or official transcripts. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Evaluation Services (N.A.C.E.S.)).
- Correctional Health Services are a 24-hour, 7 day a week facilities, weekends, holidays, evenings, or night shift are available.
