    Compliance Investigator

    College Station, Texas

    $30.00/hour

    Conducts thorough, fair, and prompt investigations of complex and sensitive employee or student concerns such as allegations of misconduct, fraud, waste and abuse of resources, agency policy violations, and allegations of discrimination or harassment in accordance with Texas A&M University System (the System) and Texas A&M Engineering Extension Service (TEEX) policies, Title IX, the Americans with Disabilities Act (ADA), Titles VI and VII of the Civil Rights Act of 1964, and Texas state law. Ensures that investigations follow the approved process, are lawfully and objectively conducted, are thorough in gathering all material facts and present an accurate accounting of the issues. Presents clear, concise, and factual reports that enable fair and relevant decisions to be made. Works collaboratively to deliver efficient and systematic resolution to investigations and is expected to work effectively across different boundaries with an ability to discern systemic issues revealed during the investigative process. This position reports to the Employee Relations Manager.

    Required Qualifications:
    • Bachelor’s degree from an accredited college or university (equivalency: will consider an Associate’s degree with 4 years of related administrative or investigation experience a High School Diploma/GED with 6 years of related administrative or investigation experience)
    • Two years of administrative and/or investigation experience of alleged violations of laws or policies related to misconduct, Civil Rights, Title IX, Title VII, Employee Relations, Labor laws, ADA


    Required Licenses/Certifications:
    • Valid Driver’s License


    Preferred Qualifications:
    • Experience conducting investigations of alleged fraud, waste, and abuse
    • Experience conducting law enforcement investigations related to family violence, sexual assault, dating/domestic violence, or other felony charges
    • Experience conducting trauma-informed interviews
    • Experience drafting reports related to compliance, workplace, and/or higher education governance


    Physical Requirements:
    • Ability to communicate orally and in writing
    • Regular daily use of computer/keyboard
    • Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines


    Knowledge, Skills, and Abilities:
    • Excellent verbal and written communication skills
    • Ability to establish rapport and communicate with training participants and staff from various cultural, social, educational, and economic backgrounds
    • Ability to work independently with limited supervision
    • Skilled in communicating with tact, diplomacy, discretion, and professionalism
    • Ability to objectively gather relevant information and condense evidence into a well-organized, written investigation report
    • Ability to create draft documents and formal exhibits and edit materials for conciseness.
    • Demonstrated analytical skills
    • Ability to articulate a legally-defensible argument based on the application of law/policy to facts
    • Knowledge of relevant state and federal laws
    • Ability to adapt to constantly a changing legal landscape
    • Ability to handle multiple assignments and meet deadlines by effectively planning, organizing, and prioritizing among multiple concurrent investigative assignments
    • Ability to work cooperatively and professionally with senior management, staff, and other stakeholders in a complex environment
    • Ability to maintain the confidentiality of private or sensitive information
    • Proficiency in Microsoft applications with an emphasis on Word, excel, Outlook, and PowerPoint
    • Proficiency in collaborative platforms such as TEAMS or Zoom

    Notifications:
    • This position is security-sensitive.
    • This position may require up to 5% or more travel.
    • This position allows telecommuting per TEEX guidelines.
    • This is a wage position established to accommodate a temporary organizational need. As such, TEEX does not guarantee any set number of hours or length of employment in this role.
    • This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures.
    • All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.


    Essential Duties, Tasks, and Percentages:

    Investigations - 90%:
    • Conducts thorough, fair, and prompt investigations of allegations of misconduct, fraud, waste and abuse of resources, and discrimination or harassment in accordance with System and TEEX policies, Title IX, the Americans with Disabilities Act, Titles VI and VII of the Civil Rights Act of 1964, and Texas state law
    • Interviews parties and witnesses using a trauma-informed approach to sensitive topics
    • Collects digital and paper evidence
    • Writes detailed reports, file, and maintain all records while maintaining strict confidentiality to the extent allowed by federal regulations, state laws and agency policies
    • Allows the law and policies to guide and shape the investigation
    • Identifies potential violations of System and Agency policies and/or state and federal civil rights laws
    • Conducts credibility analyses and draws conclusions
    • Provides recommendations on appropriate course of action, as applicable
    • Collaborates with Ethics and Compliance, Human Resources, Agency and System Member partners and other stakeholder departments to complete investigations
    • Maintains confidentiality and professional relationships in dealing with sensitive confidential information to the extent allowed by federal regulations, state laws and agency policies.
    • Follows established investigation and case management procedures
    • Meets established timelines and treats all individuals engaged in the complaint process with sensitivity and respect
    • Maintains timely communication with all involved parties and key stakeholders


    Formal Hearing Participation - 5%:
    • Represents the Agency at hearings
    • May support investigative findings at Agency hearings and possibly a court of law
    • When not serving as investigator, may serve as Title IX advisor (process advisor and/or hearing advisor)


    Content Knowledge - 5%:
    • Maintains knowledge of civil right and employment policies and laws
    • Attend System or Agency training, as needed


    Other Duties:
    • Performs additional work duties as assigned
    • As part of the TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/HQ Department Head
