    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    PHYSICAL WORK ADDRESS: Small Game Program, statewide as determined, must be within 75 miles of a major airport

    GENERAL DESCRIPTION :

    Under the direction of the Small Game Program Director, this position performs highly advanced (senior-level) consultative services and technical assistance work. Primarily responsible for the oversight of the Wildlife Division's quail (northern bobwhite, scaled quail, Montezuma quail, Gambel's Quail), ring-necked pheasant, and lesser prairie-chicken programs in Texas. Serves as the principal point-of-contact for all upland game bird (excluding wild turkey) management, surveys, research, partnerships, regulations, media, and related habitat programs. Position coordinates extensively with TPWD's Regional and Program staff, as well as serving on various external committees (e.g., Lesser Prairie-Chicken Interstate Working Group, National Wild Pheasant Technical Committee, Western Quail Working Group, National Bobwhite and Grassland Initiative Technical Committee). Primary liaison with regional (e.g., Quail Forever/Pheasants Forever, U.S. Fish and Wildlife Service) and local (e.g., Caeser Kleberg Wildlife Research Institute, Tall Timbers Research Station, Quail Coalition) partners, as well as universities, for the conservation of upland game birds and their habitat in Texas. Serves as lead on various management, habitat, and research grants and contracts (e.g., Wildlife Restoration grants) and as an advisor to Wildlife Division leadership on issues relevant to upland game birds in Texas, and nationally. Performs additional duties as required. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.


    Qualifications:

    MINIMUM QUALIFICATIONS :

    Education :

    Graduation from an accredited college or university with a Bachelor's degree in Wildlife Management or closely related field.

    Experience :

    Five years of experience in Wildlife Management or Research.

    Licensure :

    Must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license.

    NOTE : Retention of position contingent upon obtaining and maintaining required license.

    ACCEPTABLE SUBSTITUTIONS :

    Experience :

    Graduation from an accredited college or university with a PhD in Wildlife Management or closely related field may substitute for two years of the required experience.

    PREFERRED QUALIFICATIONS :

    Education :

    Graduation from an accredited college or university with a PhD in Wildlife Management or closely related field.

    Experience :

    Experience in upland game bird management and/or research.

    KNOWLEDGE, SKILLS AND ABILITIES :

    Knowledge of avian physiology and ecology and relevant habitat needs, wildlife management principles, program and project planning and implementation, habitat management techniques, scientific methods and research design, avian population dynamics and biometrics;

    Knowledge of upland game birds of Texas;

    Knowledge of Ecoregions and Bird Conservation Regions of Texas (e.g., geography, habitat, issues);

    Knowledge of upland game bird hunting;

    Knowledge of state upland game bird regulations and statutes;

    Knowledge of Farm Bill and USDA habitat programs;

    Knowledge of Endangered Species Act;

    Knowledge of statistical computer software.

    Skill in using MS Word, Excel, PowerPoint, Sharepoint, TEAMS, Access and Outlook;

    Skill in effective verbal and written communication;

    Skill in technical writing;

    Skill in interpreting statues, budgets, proclamations, policies, procedures, statistics, and complex biological issues;

    Skill in the application of marginal discipline or other agency techniques, laws, time management and programs and policies;

    Skill in planning, assigning and/or supervising the work of others;

    Skill in managing several projects simultaneously;

    Ability to perceive and recognize problems and develop recommendations and implement solutions;

    Ability to lead special projects;

    Ability to work independently with little or no supervision;

    Ability to work under stressful conditions;

    Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities;

    Ability to provide clear and concise oral and written instructions;

    Ability to conduct work activities in accordance with TPWD safety program.

    WORKING CONDITIONS :

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.

    Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary.

    Required to operate a State vehicle.

    Required to travel 25% with possible overnight stays.

    Must conform to TPWD dress and grooming standards, work rules and safety procedures.

    Non-smoking environment in State buildings and vehicles.
