    PUBLIC HEALTH
    The Division of Public Health is comprised of an inter-professional team that promotes and demonstrates best practices of population level wellness through a highly diverse and talented workforce. Focusing on population level prevention our team engages in health policy development, community level assessment, community health improvement planning, partner collaboration building, public health education and proactive wellness intervention. With a County overall health ranking of 11th in California the Division of Public Health has a broad catalog of comprehensive prevention programs including Maternal Child Adolescent Health family oriented nursing services, Special Supplemental Nutrition Program for Women, Infants, and Children, California Children’s Services, preventive clinical services focusing on contagious diseases, Snap Ed, Oral Health and Tobacco Use Prevention services.

    THE OPPORTUNITY
    The Health Educator performs a variety of duties in the planning, design, and implementation of specialized public health, substance use disorder treatment, or emergency medical services and emergency preparedness programs to meet the needs of the community as determined by the department head or program manager. The Health Educator will be assigned to the Home Visiting Program within the Public Health Division. Primary responsibilities will include assisting overwhelmed families facing the risk of Adverse Childhood Experiences (ACEs), such as child maltreatment, domestic violence, substance use disorders, and mental health issues. The Health Educator will equip parents with the necessary tools and knowledge to independently raise their children. The Health Educator will play a crucial role in organizing outreach and training events in collaboration with community-based organizations, conducting research, performing assessments, and handling various program-related tasks.

    The selected candidate will have the opportunity to:
    • Address community level health education needs through development of education/instructional programs that focus on the social determinants of disease and general wellness of population groups.
    • Conduct various community assessment activities to determine health related knowledge deficits, resource availability, and community level strengths.
    • Initiate or participate in building coalitions of community agencies, organizations, groups, and individuals; organize and coordinate efforts to further health education goals and programs; provide staff support and technical assistance.
    • Select, develop, and create educational resources and materials.
    • Evaluate the literacy levels of the target population and the appropriateness of resource materials.
    • Prepare, deliver, and evaluate education presentations utilizing both instructor and client centered methods designed for individuals, groups, social, print, and live media; develops, facilitates, and coordinates the application of continuing education units as appropriate to the subject matter and/or which contributes to County employee professional development.

    Ideal Candidate
    The ideal candidate will possess knowledge and experience in maternal, fetal, and child health, particularly regarding children aged 0 to 5 years. This includes infant and early childhood development, attachment, bonding, and methods to enhance parent-child relationships, along with understanding the challenges faced by at-risk and high-risk families. The candidate will possess a willingness and comfort level in working with overburdened, often high-risk families from low-economic backgrounds and diverse cultures, residing in high-risk areas. Ideally the applicant will demonstrate family centered support through case coordination facilitating positive parenting, optimal child development and a reduction of adverse child events.

    The ideal candidate should have experience collaborating with community partners and resource. They will be skilled in assessing risk and responding appropriately, utilizing best practices that align with the legal framework, and adhering to the standards, policies, and procedures established by Health & Human Services Agency and Healthy Families El Dorado County home visiting program.

    Strong interviewing and assessment skills are crucial, along with excellent interpersonal abilities that allow the candidate to connect empathetically with families. The candidate must be competent in conducting effective client interviews to gather relevant and accurate information. Additionally, they must possess strong writing and grammar skills, be proficient in data entry and various computer applications, and be open to learning new database systems and office software as needed.

    Human Resources will assess your application to determine if you are minimally qualified using the following recommendations:

    Possession of a Bachelor of Science degree from an accredited four-year college or university with major coursework in health education or promotion, community health, health sciences, or a closely related field;

    -AND-

    Two (2) years of experience providing professional support to a health education, promotion, or prevention program, or a substance use disorder treatment program; or Possession of a Certified Health Education Specialist certification issued by the National Commission for Health Education Credentialing, Inc. or a Certified in Public Health certification issued by the National Board of Public Health Examiners.

    OR

    Possession of a master’s degree in public health education, promotion, or prevention.

    The ability to speak and read Spanish in addition to English is a requirement for this for this position. Spanish bilingual candidates may be eligible to receive differential pay of $1.00 per hour for all hours in pay status. In order to be eligible to receive such differential, an employee must demonstrate language proficiency acceptable to the Department Head as certified in writing to the Director of Human Resources. The Human Resources Department shall use a verbal and/or written testing process, depending upon the level of bilingual skill required of the employee, to validate the employee's skills. The differential is defined by the Memorandum of Understanding between the County of El Dorado and the Bargaining Unit representing this job classification. This recruitment will establish a list for the purpose of filling current and future full-time vacancies in the Immunization Program, VHC (Vaccines for Children) in Placerville, Ca for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the département in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
