      • Position Summary
      • (Classified as: Student Services Professional IV)
        Full-time temporary position available on or after April 7, 2025 and ending on or before April 6, 2026 in Basic Needs. Appointment will be made for one year from date of hire with the possibility of reappointment and/or becoming permanent based on budget, department needs, and job performance.

        Under the general supervision of the Director for Basic Needs, the Housing and Financial Security Navigator leads initiatives to support student housing and financial security as part of a broader effort to address basic needs. This role involves addressing complex challenges at individual, group, and organizational levels by implementing solutions, facilitating non-clinical case management support, and fostering partnerships on campus and in the community. The Navigator provides guidance to students accessing housing and financial security resources, using basic counseling techniques to promote well-being and academic success. Additionally, the position supports program development, implementation, evaluation, and budget planning while mentoring members of the Basic Needs team, including graduate-level staff. Key responsibilities include coordinating collaborative efforts with campus departments, community-based organizations, and agencies. The Navigator also contributes to programs such as CalFresh, food security initiatives, and Basic Needs education and outreach, ensuring holistic support for student success.

        Incumbents in this classification typically utilize a combination of high-level analytical skills and high-level interpersonal skills in working on complex problems from the investigation and analysis stage through the solution and implementation stage. This is the first level where assignments regularly impact other Student Services areas and where the scope of assignments is program-wide. May serve as “working supervisors” or lead persons.

        Student Services Professionals provide a broad range of services and activities designed to support students from preadmission through post-graduation. These services aim to help students progress toward their degree objectives, enhance their learning experiences beyond the classroom, and effectively apply the knowledge and skills gained during their university journey. Responsibilities include offering information and guidance, helping students evaluate problems and determine solutions, assessing needs and authorizing services, and coordinating programs, events, and projects. Additionally, they facilitate student engagement in campus life, advocate for student needs with university stakeholders, and provide support to students navigating personal and institutional challenges.
      • Job Duties
      • Duties include but are not limited to:
        • Provide advisement, information and guidance to students.
        • Assist students in problem-solving and decision-making.
        • Advocate for the needs of individual students and groups of students to university administrators, faculty, and staff.
        • Provide support and assistance to students facing a variety of personal as well as institutional problems, questions, and challenges.
        • Interact with students in the most sensitive and complex group problem situations.
        • Coordinate and administer programs, events, and projects.
        • Facilitate student involvement in campus life.
        • Plan and organize work requirements and tasks within assigned areas of responsibility.
        • Determine work priorities and selecting desired methodology from alternative approaches.
        • Handle unusual situations without advice or instruction, solving problems, and making decisions which have impact on the work of others and the department to which assigned.
        • Perform major program analysis responsibilities for an entire division.
        • Assist with budget tracking and planning.
        • Provide work lead direction as “working supervisor” or lead person.
        • Support ongoing training and development of student positions.
        • Collaborate with community organizations, government agencies, campus partners, CSU campuses, the Chancellor’s Office, and faculty supporting program needs and initiatives.
        • Coordinate and participate in departmental outreach efforts including but not limited to social media, campus events, orientation etc.
        • Review existing and proposed policies, practices, and organizational structure and propose changes or develop full revisions as appropriate.
        • Conduct studies and surveys and preparing reports with recommendations based on results.
        • Provide analysis and guidance in major installations (office-wide) of new procedures and systems.
        • Develop thorough and extensive written materials for the purpose of developing knowledge and skills of students.
        • Make recommendations involving broad areas of policy formulation and complex administrative action and for implementation of such recommendations when adopted.
        • Develop and implement evaluation methods to assess the effectiveness of programs and services.
        • Assist with report and proposal writing.
        • Maintain required documentation web-based resources reports and student records in accordance with university policies, government regulations, and accreditation standards.
        • May be required to obtain additional training and/or certification as part of professional development, based on department and/or campus needs, to stay current with industry standards.
        • The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this classification.
        • At the direction of appropriate administrator, may provide support to other departments/areas within functional area/department as needed.

      • Minimum Qualifications
      • Education : Equivalent to graduation from a four-year college or university in a related field, plus upper division or graduate course work in counseling techniques, interviewing and job related conflict resolutions.
        Experience : Equivalent to four years of progressively responsible professional student services work experience which includes experience in advising students individually and in groups, and in analysis and resolution of complex student services problems. (A master’s degree in Counseling, Clinical Psychology, Social Work, or a job-related field may be substituted for one year of professional experience. A doctorate degree and the appropriate internship or clinical training in counseling, guidance or a job-related field may be substituted for two years of the required professional experience for positions with a major responsibility for professional, personal or career or counseling.)
      • Preferred Qualifications
        • Four (4) years experience working with housing security programs, basic needs, providing crisis intervention and or trauma informed care related programs.
        • Master’s degree in social work.
        • Two (2) years experience working in Human Services related programs post degree.
        • Experience working with community-based organizations and county agencies facilitating Human Services support.
        • Working with higher education programs supporting college students navigating financial difficulties and or hardships.
        • Experience conducting workshops and facilitating events.
        • Experience working with students from various ethnic and socioeconomic backgrounds, including underserved students.
        • Experience with local state or federal grants.
      • Knowledge, Skills, Abilities
        • Ability to interpret and apply program rules and regulations.
        • Ability to use initiative and resourcefulness in planning work assignments and in implementing long-range program improvements.
        • Ability to obtain factual and interpretive information through interviews.
        • Ability to collect, compile, analyze and evaluate data and make verbal or written presentation based on these data.
        • Ability to recognize multicultural, multi-sexed and multi-aged value systems and work accordingly.
        • Demonstrated ability to make decisions and carry through actions having implications with regard to other program or service areas.
        • Thorough knowledge of the principles of individual and group behavior.
        • General knowledge of the principles, practices and trends of the Student Services field.
        • General knowledge, or the ability to rapidly acquire such knowledge, of the overall operation, functions, and organizational procedures of the campus.
        • Ability to advise students individually and in groups on complex student-related matters.
        • Ability to interpret and evaluate descriptions and explanations of problems brought forward by individuals or student organizations.
        • Thorough knowledge of the policies, procedures, activities, and practices of the program area to which assigned, or the ability to quickly acquire such knowledge.
        • General knowledge of the policies, practices and activities of Student Services programs outside the program to which immediately assigned.
        • General knowledge of the principles, problems and methods of public administration, including organizational, personnel and fiscal management.
        • General knowledge of interview techniques and advanced statistical and research methods.
        • Ability to carry out very complex assignments without detailed instructions.
        • Ability to advise students individually or in groups on varied and complex matters.
        • Ability to determine the appropriate course of action and proper techniques to utilize while engaged with individuals and groups in personal interactions of a sensitive nature.

        • May be required to work after-hours, evenings, or weekends.
        • Position is considered essential to continuity of university operations and my need to work on-site during closures.

      • Salary Range
      • Anticipated salary will be $6,019 - $6,621 per month plus excellent paid benefits. Salary will depend on the qualifications of the successful finalist. (Full range: $6,019 - $8,585 per month)
