    Overall Goal: Support OBD in facilitating grant processes that can be easily accessed by eligible applicants for broadband access, adoption or assistance programs.

    This is a temporary, full-time, benefit-eligible position based upon federal ARPA funding. Position funding will end no later than December 31, 2028, with an extension possible based upon additional funding availability.

    • Coordinate the Office of Broadband Development’s non-deployment activities beyond the scope of OBD’s competitive digital opportunity programs as allowed by the Broadband Equity Access and Deployment (BEAD) program.

    • Work directly with OBD team members, state department leaders, and outside entities to achieve the goals of the program as laid out in the BEAD Notice of Funding Opportunity (NOFO) and Missouri Initial Proposal Volume 1 and 2.

    • Lead consultations with Missouri state agencies that have an interest and expertise in areas of potential BEAD non-deployment programming.

    • Communicate with National Telecommunications and Information Administration (NTIA) representatives throughout the program planning and implementation stages.

    • Lead the administration functions of the state’s non-deployment activities, including:

    o Manage application intake and review processes

    o Program data collection, project follow-ups, and impact reviews

    o Communicate with applicants and recipients

    o Coordinate on-site visits with grantees and projects

    • Provide Technical Assistance pre-award and post-award to interested parties. Assistance includes, but is not limited to, instructional webinars, one-on-one consults, and best practices seminars at conferences.

    o Address technical assistance requests in a timely fashion

    o Ensure program guidelines, applications, and post-award materials are in compliance with state and/or federal requirements

    o Process and fully execute funding disbursement requests

    o Interpret federal guidance, including but not limited to, Uniform Guidance regulations (2 CFR 200)

    • Perform other related work as assigned

    • Bachelor’s degree from an accredited college or university with specialization in non-profit management, economics, finance, business or public administration, urban planning, or a closely related field.

    o Professional experience in these areas may substitute for education on a year-for-year basis.

    PREFERRED COMPETENCIES:

    • Experience coordinating projects with multiple parties and priorities

    • Experience working with leadership and senior-level positions

    • Very strong writing abilities, including preparing complete and concise reports

    • Demonstrated experience in creating and managing grant programs, both state and federal experience preferred

    • Strong computer software skills including MS products like Excel, Word, and Outlook, Adobe Suite, project management software, and online grant management tools

    • Ability to establish and maintain effective working relationships with external clients (internet service providers), government entities, community leaders, and the general public

    • Ability to travel in the performance of duties, including compliance meetings for grantees and trainings for external audiences
