    DESCRIPTION

    **This is a new position currently pending City Council approval**

    Under general supervision of the Administrative Lieutenant and/or his designee, performs a variety of responsible, confidential, and technical work in support of the Command Staff; assists the Command Staff on special projects and research; performs work as assigned by the Command Staff. Work involves responsibility for the application of professional knowledge and skills to effect research, analysis, planning and the implementation of various policies and programs. The successful candidate will have an eye for detail but understand the big-picture perspective; excels in a fast-paced environment; works both independently and in a team environment; and is comfortable managing assignments for multiple supervisors.

    • Provides administrative and analytical support to the Police Department’s Command Staff, including participating in the development, planning and implementation of department goals, core values, objectives, policies, and priorities.
    • Assists in the oversight and/or coordinates miscellaneous employee and community-related programs and projects.
    • Conducts studies and surveys; collects, compiles, and analyzes information; develops and evaluates options; prepares and presents recommendations for review by Command Staff.
    • Coordinates activities of the Police Department with other departments, divisions, and outside agencies.
    • Coordinates with POST and department scheduling training, monitoring reimbursement, and maintaining staff status in the POST EDI.
    • Assists Command Staff with budget submission and composes internal spreadsheets for budget tracking purposes.
    • Receives, researches, and responds to questions from outside agencies, other departments, the City Council, and the public.
    • Composes various reports, correspondence, emails, flyers, and other communication-related materials. For example, Annual Reports and training recruitment materials.
    • Assists in maintaining departmental information services systems, the Police Department website, including coordination of the police social media press releases and current information.
    • Coordinates all police payrolls.
    • Prepare staff reports as assigned by Command Staff.


    MINIMUM QUALIFICATIONS

    Knowledge of:
    • Budgeting, with ability to read and analyze a variety of budgets and financial reports
    • Problem solving methods and techniques.
    • Organization and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
    • Research techniques and methods of report presentation.
    • Microsoft Word, Excel, PowerPoint, Publisher and other programs as needed.
    • Exceptional customer service standards.

    Ability to:
    • Effectively represent the Police Department with individual citizens, community groups, and other governmental agencies.
    • Establish and maintain effective and cooperative working relationships with those contacted in the course of work.
    • Communicate and present ideas clearly and concisely with excellent grammar, both orally and in writing.
    • Interpret and apply laws, regulations, and policies.
    • Analyze complex technical information effectively and objectively, and make sound recommendations within established guidelines.
    • Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
    • Exercise integrity, ingenuity, confidentiality, and creativity in the performance of assigned tasks
    • Organize work, set priorities, meet critical deadlines, and follow up on assignments with a minimum of direction.
    • Respond to abrupt changes in priorities.
    • Work flexible hours when necessary.


    Education and Experience:

    Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain these qualifications would be through courses leading to a bachelor’s degree from an accredited college or university in business administration, public administration, or a related field; and two years of increasingly responsible administrative work and/or program management experience, preferably in public sector.

    Necessary Special Requirement:

    Possession of a valid Class C California Driver's License.

    SELECTION PROCEDURE

This process may include a variety of techniques designed to test applicants’ knowledge, skills, and abilities to perform the duties and responsibilities of the job. An eligibility list will be established by ranking candidates by their overall score and a selection will be made from the candidates on this list. All employment offers are subject to a City-paid physical examination and a thorough reference and background check.

    Retirement:
    • CalPERS "Classic" members: 2.7%@55 with employee contributing 8% of pre-tax salary.
    • "New" members: 2%@62 with employee contributing 7.25% of salary.
    • The City of Ukiah does not contribute to Social Security.
    Medical:
    • The City pays 85% of the premium for medical, dental, and vision plans.
    • Enrollment in the City's health coverage includes AirMed helicopter emergency transport services.
    Leaves and Holidays:
    • Vacation leave is accrued at 104 hours per year and increases with City service.
    • Personal leave is provided at 24 hours per fiscal year.
    • Sick leave is accrued at 96 hours per year with no limit.
    • The City pays for 13 fixed holidays per year, in addition to one floating holiday.
    Life Insurance:
    • The City pays the premium on a $10,000 life insurance policy for eligible employees.
    Longevity Program:
    • Upon the 7thanniversary date of employment, and each year thereafter on the anniversary date, a full-time employee will receive $1,000.
    • Upon the 12th anniversary date, the amount increases to $2,500 annually.
    • Upon the 20th anniversary date, the amount increases to $3,500 annually.
    Other Benefits:
    • City-paid membership in an Employee Assistance Program (EAP) for eligible employees and their dependents.
    • Optional participation in supplemental health coverages such as Aflac.
    • Optional enrollment in a Flexible Spending Account (FSA) forpre-taxed unreimbursed medical and dependent care assistance programs.

    • Optional participation in tax-deferred retirement savings plans (457 plans).
