The Administrative Services Manager under direction, plans, organizes and directs departmental fiscal and other administrative services; supervises, coordinates and participates in analytical studies; serves as a member of the departments management/supervisory team.
This class is characterized by its senior management responsibility over a variety of administrative and fiscal activities in support of overall departmental operations. Incumbents have considerable latitude in planning and organizing administrative services, and serve as advisors to the department head/management team on financial, personnel and other administrative functions. Incumbents supervise a large administrative and program support staff.
This position is an "at-will" senior management position and is exempt from the civil service; incumbents serve at the discretion of the appointing authority.
This class is allocated in multiple departments, the current vacancy is in the Department of Health and Social Services (H&SS).
The Administrative Services Manager in H&SS will provide complex fiscal analysis and budgetary support for the Behavioral Health fiscal team. Position will assist in managing and analyzing behavioral health revenue sources in a dynamic environment to ensure revenue maximization for operating expenses. Position will oversee and supervise the billing and collections unit and be responsible to ensure that all services are claimed to all available public and private health insurance sources. Position will lead budget preparation, fiscal data evaluation and planning, and fiscal reporting of revenues and expenses as well as provide leadership in ensuring that fiscal policies and procedures are followed. As Behavioral Health uses subcontracts to provide services, the position will assist in fiscal analysis for rate setting and reimbursement and manage the fiscal components of subcontracts to ensure that federal and state fiscal rules and regulations are adhered to.

Experience: Five years of progressively responsible experience as a staff analyst or equivalent classification which included management and supervisory responsibility in the above areas in a public or private agency.
AND
Education/Training: Bachelor’s degree from an accredited college or university is required, preferably with course work in business, public administration, accounting or closely related field.
SPECIAL REQUIREMENTS
Possession of, or ability to, obtain a valid Class C California driver’s license may be required.
