This recruitment will establish an employment list to fill current and any future vacancies within the Assessor Clerk-Recorder Office The anticipated life of the employment list is six months. Multiple vacancies are with the Assessor Clerk - Recorder Office located in the Visalia Courthouse. Position is responsible to examine and process legal documents related to real and personal property such as grant deeds, memoranda of lease, letters of administration, certificates of sale and orders of distribution, for the purpose of determining property tax assessment and reassessment and entering pertinent information from legal documents in the computer system; and to perform assigned specialized computer functions.
Salary Information:Level I: $3,432- $4,186 MonthlyLevel II: $3,775 - $4,601 MonthlyTypical Duties DUTIES Responds to public inquiries, whether they be in person, via phone, or written correspondence via email, regarding assessments, assessment procedures and assessment laws, regular and supplemental tax bills, changes of ownership and the operations of the Assessor's Office.
Prepares correspondence notifying taxpayers of assessment changes.
Utilizes computerized tracking and spreadsheet programs to assist appraisal staff with record searches and corrections on valuations, ownership and processing.
Dispenses information on leasing and business tax bills and business property statements.
Cancels bills and submits roll corrections at the direction of appraisal staff.
Conducts title research for change-of-ownership assessments and reviews records to determine occurrence of reassessments.
Tracks fractional transfers of ownership and the requirements for reassessment.
Traces property and establishes ownership through correspondence, escrow and leasing documents.
Provides courteous, high-quality service to members of the public by personally responding to requests for service or by making appropriate referral.
May be required to perform the functions of the lower-level class in this series.
Reviews and corrects personal property records for annual statement mailout.
Assists with coordinating daily workload to meet deadlines.
Assists with computer related problems.

Minimum QualificationsMinimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Education : Equivalent to completion of the twelfth (12th) grade.
Experience : Level I: One (1) year of clerical experience, including preparing, processing, accepting or reviewing various legal documents.
Level II: Requires two (2) years of clerical experience, one (1) year of which was at a level equivalent to an Assessment Technician I with the County of Tulare.
Knowledge of: - Legal documents sufficient to review, record and file.
- California Revenue and Taxation Code as it relates to property assessment and the appraisal of real, business, and personal property.
- Procedures and methods used to determine if assessment values are correct or to cancel property tax assessment.
- Business and economic terminology.
- Recent laws affecting property assessment.
- Telephone, office and online etiquette.
- County customer service objectives and strategies.
- Basic math to calculate recording fees.
- Alphabetical and numerical filing systems.
