job description Duties and Responsibilities The duties and responsibilities of this position include, but are not limited to:
- Identifies, researches, investigates, analyzes, evaluates, and verifies account information from in-house resources, field investigations, and external parties to create, modify, and/or resolve billing disputes.
- Collects and interprets data, determines alternative solutions and consequences, exercises independent judgement, recommends a course of action, and prepares reports and documentation as necessary.
- Explains and interprets department policies, practices, and procedures in response to written or oral inquiries.
- Creates and maintains confidential billing files.
- Performs difficult and responsible accounting work in the review, preparation, processing, reconciliation, and maintenance of accounting records and reports.
- Prepares routine memos, letters, and reports to other City offices, private citizens or companies, or other governmental agencies.
- Creates, maintains, and reconciles accounting/financial spreadsheets and reports for management and related tasks.
- Makes site visits to inspect and/or obtain information.
- Assists in analyzing, developing, installing, modifying, and reviewing administrative systems and procedures.
- Collects, organizes, and records data for recurring reports.
- Works independently from general instructions and completes assignments with minimal supervision.
- Makes oral presentations on routine matters before employees, agencies, and/or residents.
- Contacts the public via telephone or email.
- May occasionally be assigned to other duties for training purposes or meet technological changes or emergencies.
Skills, Knowledge, Abilities, and Personal Qualifications Candidates must possess good knowledge of:
- City-standard applications and mainframe computer programs; LA Department of Water and Power Customer Care & Billing program; Google Maps, Navigate LA, myLA311, Amazon, Microsoft Word, Excel, Access, and Powerpoint.
- Accurate record keeping for purposes of cost accounting, timekeeping, and productivity accounting.
- Municipal Code, Solid Resources Fees, Multi-Family Bulky Item Fees (MFBI), Extra Capacity Charge (ECC) and daily rates; City Ordinance, rules, regulations, policies, and California programs and codes.
- Strong written and verbal communication skills to ensure clear, concise, and accurate responses, as well as has the ability to maintain thorough work records.
Candidates must also have the ability to:
- Interact effectively and deal tactfully with staff, other divisions, outside agencies, and the public;
- Be flexible and adaptable to changing priorities;
- Possess strong organizational skills;
- Conduct research and have experience in gathering data;
- Conduct informal or formal presentations;
- Assist in implementing and monitoring new programs;
- Handle multiple assignments and meet firm deadlines;
- Exercise independent judgement and analysis when calculating and making determinations;
- Monitor, maintain, and organize numerous databases, spreadsheets, and physical records for a busy division;
- Perform other duties as assigned to meet the needs of the division or for training purposes.
