    General summary:

    This is a first-level professional human resources position responsible for supporting an agency in one or more areas of human resources under limited supervision. Duties may include providing advice related to recruitment and selection, onboarding, classification, salary analysis, benefits, appointments, employee grievances, equal employment opportunity/civil rights, and/or performance evaluation. Duties are completed ensuring compliance with relevant federal and state laws. Reports may be prepared for agency or statewide managers and utilized for the purpose of managing human resources. Work may include participating on project teams within designated program areas or other human resources program areas toward the end of enhancing statewide human resources programs. Employees may also direct and review the work of lower-level employees, in areas such as payroll and related actions.

    Responsibilities include:

    • Assists the Western Region Human Resources Manager administrator a personnel program;

    • Provides supervision of Human Resources Department staff.

    • Examines personnel transactions to determine if they conform to the law and established procedures and standards; makes recommendations to supervisor concerning appropriate action to be taken.

    • Authorizes payroll transactions such as personnel actions and salary changes; ensures payroll deadlines are met.

    • Designs and/or conducts new hire orientation and disseminates information regarding benefits, policies, and procedures.

    • Assists with the review and revision of procedures and policies to ensure equal employment opportunity; participates in related recruitment activities.

    • Reviews applicant qualifications; identifies classifications to consider and current job opportunities; explains requirements for employment and describes application processes; provides information concerning classification rules.

    • Assists with the development of written exercises and interview questions for use in evaluating candidates.

    • Reviews and evaluates employment applications to determine eligibility; rates education and experience according to specific rating tools; refers difficult cases to supervisor for evaluation.

    • Reviews position descriptions and questionnaires and other information relevant to classification evaluations; discusses questionable allocations and other related problems with supervisor; conducts position audits when necessary to determine actual duties; prepares notes and/or audit reports; recommends appropriate allocation after completing the position evaluation.

    • Prepares detailed written descriptions identifying the essential characteristics of a class of positions; prepares revisions to existing descriptions necessitated by changes in functions, organization, or qualification requirements.

    • Assists in the preparation of reports such as labor turnover, utilization of unemployment insurance; prepares data for use in wage/salary studies.

    • Oversees or participates in the preparation and maintenance of organizational charts for management review and approval.

    • Attends meetings, seminars, conferences, training programs, and special recruiting events pertaining to human resources/personnel administration.

    • Exercises independent judgment and initiative under close supervision; work is reviewed for conformance to established policies and procedures.

    • Participates in Administrative Executive Committee

    • Provides supervisor support and guidance within the facility.

    • Assists in the preparation and/or delivery of corrective measures.

    • Prepares facility responses for Missouri Hospital Association surveys as required.

    • Performs other related work as assigned.

    Minimum Qualifications:

    • A Bachelor's degree or 3-5 years of relevant experience. (Substitutions may be allowed)
