    $80,071.59 - $97,327.51 Annually

    $93,349.03 - $113,466.32 Annually

    THE POSITION Under general supervision, the HUMAN RESOURCES ANALYST performs professional analyses, surveys, and studies involving the Human Resources Department, administrative, financial, and statistical data, and departmental practices; acts as departmental liaison and coordinates programs and services; and performs other related duties as assigned.

    Under the direction of the Director of Human Resources, the SENIOR HUMAN RESOURCES ANALYST performs a variety of professional, technical, and administrative duties in support of the City’s Human Resources programs, including recruitment and selection, testing, classification, compensation and benefits, training and safety, and employee relations research; leads and directs Human Resources staff; and performs other related duties as assigned.

    CLASS CHARACTERISTICS The Senior Human Resources Analyst is distinguished from the Human Resources Analyst classification by its greater scope and complexity of human resources responsibilities, specialized knowledge of human resources laws and regulations, and supervision of staff. The Senior Human Resources Analyst independently manages and performs a range of professional and managerial functions related to human resources administration, employment, employee relations, compensation and benefits, labor relations, and other human resources specialty areas.

    HUMAN RESOURCES ANALYST Conduct research and analyze human resources policies, practices, and programs; plan, organize, and participate in market surveys involving employment, classification, compensation, benefits, and general personnel practices; draft and present study background, methodology and recommendations as part of written and oral recommendations; create and evaluate spreadsheet data; present findings, trends, and conclusions as part of clear, concise, and accurate reports and correspondence, and other written materials; establish and maintain effective working relationships with applicants, staff, management, vendors, consultants, brokers, the general public, and others encountered in the course of the work; organize and prioritize tasks to meet deadlines; exercise tact and diplomacy in dealing with sensitive, complex, and confidential personnel issues and employee situations; organize and maintain specialized files; operate computer hardware and use word processing, spreadsheet, and other applications software; operate other standard office equipment.

    TYPICAL QUALIFICATIONS

    Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

    EDUCATION

    Graduation from a four-year college or university with a bachelor’s degree in Human Resources Management, Public Administration, or a related field is highly desirable

    EXPERIENCE

    HUMAN RESOURCES ANALYST: Two (2) years of professional and analytical experience involving recruitment and selection, compensation and benefits, personnel administration, and employee relations; or an equivalent combination of training and experience is required.

    SENIOR HUMAN RESOURCES ANALYST: Four (4) years of increasingly responsible human resources generalist professional and technical human resources experience, involving recruitment and selection, compensation and benefits, personnel administration, and employee relations; or an equivalent combination of training and experience is required. Experience supervising, leading, or coordinating the work of others is highly desirable.

    LICENSES; CERIFICATES; SPECIAL REQUIREMENTS

    Professional certification in Human Resources such as IPMA-HR, PHR, or related Human Resources Management certification is highly desirable .

    A valid Class C California driver’s license and the ability to maintain insurability under the City’s Vehicle Insurance Policy is required.

    In accordance with California Government Code Section 3100, City of Placentia employees, in the event of a disaster, are considered disaster service workers and may be asked to protect the health, safety, lives, and property of the people of the State.

    MID-MANAGEMENT (Unrepresented) BENEFITS

    Schedule - The City operates on a "4/10" work schedule.

    Retirement - The City of Placentia participates in the California Public Employees’ Retirement System (CalPERS) and does not participate in Social Security.
    • 2% @ 60 defined retirement plan (Classic Members) - Applies to employees who, prior to January 1, 2013, were active members of CalPERS or another public employee retirement system through which reciprocity may be established. Employee membership contribution is 7%.
    • 2% @ 62 defined retirement plan (New Members/PEPRA) - Applies to new employees hired on or after January 1, 2013, who are not members of CalPERS or are not members of another public employee retirement system with which reciprocity may be established. Employee membership contribution is 6.75%.

    Health Insurance - The City provides up to $1,877 per month to purchase health insurance for employees and dependents through the CalPERS Health Benefits program. Alternatively, there is a $400 medical opt out payment for employees who are insured outside the City’s insurance coverage.

    Telecommunications Allowance - City pays $75/per month.

    Dental & Vision Insurance - Fully paid plan for dental and vision insurance.

    Life Insurance - Fully paid life insurance policy equal to annual salary. Additional life insurance may be purchased with the employee paying for the premium.

    Disability Insurance - Fully paid short-term and long-term disability insurance policies.

    Bilingual Pay - An additional pay of $175 per month.

    Flexible Spending Account - Employees may contribute to a Section 125 Flexible Spending Account on a voluntary basis.

    Educational Incentive Pay - 2% for Associates, 4% for Bachelors, and 6% for Masters Degree.

    Deferred Compensation 457 (b) Plan - Employees may contribute to a deferred compensation plan on a voluntary basis.

    Holidays - 13 paid holidays per year.

    Paid Time Off (Vacation) - 80 hours per year; increases to 120 hours after 3 years of service.

    Alternative Health & Wellness (Sick Leave) - 96 hours per year; this program includes an incentive of up to $1,250 per fiscal year.

    Management Leave - Up to 80 hours per calendar year, dependent upon assignment and director discretion. Allotment prorated for new employees.

    Holiday Closure - City Hall and most City Services observe a Holiday Closure annually for two weeks at the end of December/beginning of January, including Christmas Eve, Christmas Day, New Year's Eve, and New Year's Day; City will provide additional holiday hours during this closure period (paid time off varies per year, assignment, and Bargaining Unit).
