    Job Description

    The Assistant Director, under direction, is responsible for many of the financial reporting requirements of the agency and for coordinating and assisting with financial accounting activities in TEEX Financial Services. Responsible for the preparation of various internal and external reports, which include, but are not limited to, the Annual Financial Report (AFR), the Annual Operating Budget, Space Models, Sources and Uses, and IPEDS. Mentors and directs other TEEX personnel in areas of assigned duties. Complies with TEEX guidelines, TAMUS policies, and State and Federal laws. May work occasional evenings, weekends, and holidays when necessary.

    This position reports to the Controller.

    Required Qualifications:
    • Bachelor's degree from an accredited college or university or an equivalent combination of education and experience.
    • Seven years of business-related experience. (*Will allow nine years of business experience in with an associate’s degree or eleven years of experience with a high school diploma or GED)


    Required Licenses/Certifications:
    • Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.


    Preferred Qualifications:
    • Bachelor’s degree in accounting from an accredited college or university.
    • Knowledge of governmental accounting, fixed asset accounting, federal supply procedures and nomenclature.
    • One year or more of supervisory experience.


    Physical Requirements:
    • Ability to communicate orally and in writing.
    • Ability to regularly use a computer/keyboard.
    • Ability to lift and/or move heavy accounting related files and documents with assistance.
    • Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines.

    • Ability to direct multifunction work teams, work well in teams or independently as needed.

    Notifications:

    • This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures.

    • As part of TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/HQ Department Head.

    • This position may direct or evaluate the work of others.


    Essential Duties, Tasks, and Percentages:

    Reports - Internal and External - 85%
    • Prepares Annual Financial Report (AFR) for the Texas A&M Engineering Extension Service (TEEX), including but not limited to various entries, asset recon, appreciation reserve entries, to ensure compliance with State of Texas and TAMU System financial reporting guidelines.
    • Coordinates implementation of changes to financial reporting as per State, Federal, and TAMUS guidelines.
    • Analyzes implementation of requirements resulting from Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB).
    • Coordinates, prepares, and submits the Annual Operating Budget and related analysis in the TEEX and TAMUS Financial System, including all supplemental documentation.
    • Assists with the preparation and submission of the Legislative Appropriations Request (LAR) and related supplemental documentation.
    • Monitors financial activities for accuracy and prepares monthly financial dashboards for senior leadership for distribution and discussion.
    • Assists with USAS appropriation management to ensure state funds are utilized.
    • Performs USAS duties and acts as secondary USAS Security Coordinator.
    • Prepares journal entries and releases USAS transmittal batches (disbursements and payroll).
    • Assists in the preparation of various internal and external reports for TAMUS, THECB, SAO, Texas Comptroller, and LBB.
    • Reviews service center activity and determine if rates are reasonable and in compliance.
    • Assists with the coordination of financial audits.
    • Sets up projects/tasks in Masterpiece.
    • Assists with year-end closeout.


    Other Duties - 15%
    • Provides backup to the Assistant Controller.
    • Represents the agency on system committees as appointed. Attend training and meetings within the system and at the state level.
    • Provides backup and assistance to Financial Services core functions when applicable and allowable.Segregation of duties will be maintained.
    • Performs additional work duties as assigned.
