    Summary/Class Characteristics

    Risk Analyst I/II

    The Human Resources Department is looking to fill one (1) vacancy at the Risk Analyst I or Risk Analyst II level, depending on the experience and qualifications of the successful candidate. The person hired will provide support primarily on the City's claims and insurance. Secondary support duties may include the city's Workers' Compensation program.

    The Risk Analyst is assigned to the Risk Management Division of the Human Resources Department. The Human Resources Department works out of City Hall and is assigned a 4/10 schedule with every Friday/Saturday/Sunday off.

    SALARY AND BENEFITS PACKAGE
    SALARY RANGES:Risk Analyst I: $81,827.20 - $99,444.80 (+3% COLA in July 2025) : Risk Analyst II: $94,182.40 - $114,441.60 (+3% COLA in July 2025) :FOR YOUR HEALTH AND WELL BEING: MEDICAL INSURANCE: Choice of a variety of CalPERS Health Plans.     Summary
    Perform analytical work in risk management and safety programs, including loss control and prevention, public liability, occupational health and safety, and Worker's Compensation. This position supports these services with other City departments, divisions, and outside agencies. Proactively analyzes, develops, and recommends new and improved risk management procedures and programs that cost effectively minimize the City's exposure to liability and loss, and protect people and City financial and physical assets.

    Class Characteristics

    General supervision is provided by the Risk Manager; responsibilities may include the indirect supervision of technical and/or support staff.

    Risk Analyst I
    This is the entry-level class of the Risk Analyst series. The incumbent provides technical and professional risk management services to departments. This class is distinguished from the Risk Analyst II in that the latter works independently on assignments with a greater level of difficulty and or complexity and has a working knowledge of rules, policies, procedures, and work practices of the City. Since this class is the entry level professional in the series, employees may have only limited directly related work experience. Employees work under general supervision while learning job tasks. This class is alternately staffed with the Risk Analyst II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency that meets the qualifications for the higher level class.

    Risk Analyst II
    This is the journey-level class of the Risk Analyst series. Incumbents provide a full range of risk management services to departments. Incumbents are expected to work independently and exercise considerable judgment and initiative in the performance of their duties. Incumbents will have the primary responsibility to oversee the risk management and safety programs. This class is distinguished from the Risk Analyst I, in that the Risk Analyst II works independently on assignments with a greater level of difficulty, complexity, and responsibility.

    Duties

    Tend to the City's overall risk management and other assigned programs including occupational health and safety, Workers' Compensation, insurance coverage, risk transfer, subrogation, insurance specifications and purchases, loss control, claims management, and litigation management.; manage and participate in the development and implementation of goals, objectives, policies, and priorities for the risk management division.

    Conduct various studies, surveys, and analyses and make recommendations.

    Provide risk management support, services, and information to employees, supervisors, managers, and the public in a variety of areas related to risk management. Interpret, apply, and explain labor contracts, policies, procedures, rules, regulations, and case law.

    Investigate complaints and prepare written reports.

    Prepare and process agenda items for the City Council.

    Determine training needs; identify training resources; develop, coordinate, and schedule training programs.

    Perform related duties as assigned.

    Qualifications

    Knowledge of:
    Principles and practices of public agency risk management administration.

    Federal, state, and local laws and regulations related to risk management administration.

    Analytical concepts and methods.

    Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

    Education and Experience
    Any combination equivalent to education and experience is likely to provide the required knowledge and abilities would be qualifying. A typical way to gain such knowledge and abilities would be:

    Risk Analyst I/II
    Education:
    A Bachelor’s degree with major course work in public administration, insurance administration, business administration, human resources, or a related field.

    Risk Analyst II
    Experience:
    Two years of professional risk management administration experience similar to a Risk Analyst I with the City of Petaluma.

    Additional Requirements :
    Must be available to work outside normal working hours when necessary.

    Physical Demands and Working Environment

    While performing the duties of this job, the employee is regularly required to sit, use the computer keyboard and mouse, use hands to finger, handle, or feel, reach with hands and arms, talk or hear, stand, walk, and stoop, or crouch. Occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Requires the ability to work in an office environment where the noise level is usually moderate.
