    The Department of Public Safety Communications is the primary Public Safety Answering Point (PSAP) for York County. As the PSAP, we are staffed 24 hours a day to answer 9-1-1 emergency calls and dispatch police, fire or medical services to those we serve. We are fortunate to have state-of-the art equipment to provide our responders and those needing emergency assistance. The four divisions of Public Safety Communications work together to provide leadership, emergency information and communication technology as well as extensive training to our staff and public safety partners: Administration & Public Education, Technical Services & Radio Communications, Operations (Communications), and Operations Support (Training, Quality Assurance, Accreditation).

    About our opportunity

    We are excited to hire an Electronics Communications Technician to join our team! The purpose of this position is to support and maintain Information Technology systems, networks, and hardware, assists with the planning, development, and management of information systems and networks. Provides “zero-downtime” customer support. Driving ability required to maintain appropriate response time during emergencies.

    Work Schedule: Monday - Friday, 8:00 am - 5:00 pm (40 hours per week); must be willing to work nights, weekends, holidays and available for on-call as needed. On call response service requires the ability to respond to emergency calls according to Policy and Procedure.

    Projected Hiring Range: $68,422.17 - $85,527.71 per year. Salary is dependent on experience and education.

    Essential Duties & Responsibilities:
    • Administers IP based first responder radio and data networks, public safety computer networks, and IP telephony including, troubleshooting and field support as well as network cybersecurity.
    • Engineer computer systems, servers, network security, and network solutions to meet the needs of internal and external customers.
    • Consult with customers to design systems based on needs, workflow, and applications with sound engineering practices.
    • Installs, tests, troubleshoots, and maintains E-911, trunked and conventional radio systems, telephony equipment, wireless data networks, computer workstations, servers, mobile electronics, and other equipment and systems utilized for emergency communications.
    • Manages technical projects for internal departments and external agencies.
    • Utilizes computer software and electronic test equipment to perform system diagnostics, interpret results, and affect rapid repair of electronics and support equipment for the wide area network which controls the 800 MHz trunked radio system, associated microwave network, and other communications systems and equipment.
    • Uses a combination of logic, analysis, experience, and wisdom to make sound, timely decisions to solve problems determining required systems support and repair action needed on mobile, portable, and base station radio equipment, microwave systems, multiplex terminals, digital paging system equipment, legacy VHF and UHF radio equipment, emergency power systems, CCTV, building access systems, computer workstations, servers, telephony, & RF site support equipment.
    • Inspects, tests, and aligns communications equipment as part of preventative maintenance.
    • Provides 24 hour/7 day on-call technical repair and support services for 800 MHz trunked radio network, dispatch consoles, digital alphanumeric paging system and supporting computer systems and networks.
    • Maintains cache radio equipment in a state of readiness for deployment.
    • Troubleshoots and analyzes equipment/system problems; makes repairs and adjustments as necessary to maintain efficient and effective emergency communications abilities; determines need for outside repair; directs maintenance and service contracts for communications and emergency/backup power equipment.
    • Assists with ensuring the continual operation of the public safety communications radio systems and communications equipment, computer and networking systems and related technology, and the immediate readiness of the associated backup/redundant systems.
    • Performs related work as assigned.


    About you

    Minimum Education and Experience Requirements:
    • Bachelor’s Degree in Information Technology Systems, Network Engineering, RF Engineering or related discipline.
    • Six (6) years of technology support for emergency communication systems or related experience or an equivalent combination of education, training and experience.

    Special Certifications and Licenses:
    • Valid driver’s license is required.
    • Must possess Federal Communications Commission General Radio/Telephone Operator's License.
    • Federal Communications Commission Amateur Radio Operator's License.
    • Motorola Astro Integrated Voice and Data Professional Certification; Department of Homeland Security Office of Emergency Communications - Communications Unit Leader Certification.
    • Department of Homeland Security Office of Emergency Communications.
    • Communications Technician Certification.
    • A+ Certification.
    • Certified Electronics Technician.
    • Association of Public Safety Communications Officials Radio Technician Certification.
    • National Emergency Number Association Emergency Number Professional preferred.

    Longevity Allowance
    Full-time regular county employees, elected officials, appointed officials, and judges with ten or more years of full time continuous governmental service are eligible to receive a monthly longevity allowance in addition to their regular compensation. Continuous service transferred from employment with another county, municipality, state or a political entity created by the State may contribute toward eligibility for the longevity allowance. Longevity allowances are paid according to the following schedule.

    Annual Leave
    Probationary and regular full-time county employees that work at least twenty (20) hours per week accrue annual leave with pay. Employees in their new hire six (6) month probationary period shall not be able to use annual leave until they become regular county employees. Employees who are separating from county service shall be paid for all accrued, unused annual leave up to 360 hours provided they give York County as the employer the proper notice as required. Employees in their six (6) month New Hire probationary period who are terminated or separated from employment shall not be paid for accrued annual leave. The maximum amount of annual leave carried into each calendar year is 360 hours.

    Earning Rate for Full-Time Employees
    Full-time employees with less than ten years of continuous service earn at the rate of eight hours of paid annual leave for each month of service during a twelve months period. Full-time employees with at least ten years, but less than twenty years of continuous service will earn at the rate of ten (10) hours of paid annual leave for each month of service during a twelve month period. Full-time employees with twenty or more years of service will earn at the rate of twelve (12) hours of paid annual leave for each month of service during a twelve (12) months period.

    Sick Leave
    Full-time county employees may be entitled to earn sick leave with pay. Employees may accrue up to 1,440 hours of sick leave. Upon termination of employment with the County, employees may not be reimbursed for any unused sick leave. When a paid holiday occurs while an employee is on sick leave with pay, the day may not be charged as sick leave.

    Earning Rate of Sick Leave
    Full time employees will earn eight hours of sick leave per month of service during a twelve month period.

    Training:
    Quality training and educational programs are available at various times for county employees in order to support workforce development that is consistent with organizational objectives. Training topics may include driver training, CPR/first aid, communication, supervisor training, workplace violence, substance abuse, and various computer related classes.
