Job Location: This position will be located at 205 Jefferson St., Jefferson City, MO 65101.
Why you’ll love this position: The Special Education Finance Section is responsible for calculating and distributing IDEA Special Education Part B (611 & 619), Early Childhood Special Education, High Need Fund, Public Placement Fund, Readers for the Blind Program, and various other grant payments to local school districts and charters schools throughout Missouri. The Section provides technical assistance to local school district and charter school officials on topics pertaining to federal finance regulations such as the calculation of IDEA Maintenance of Effort (MOE) and determining Proportionate Share obligations. Special Education Finance also conducts onsite, desk monitoring, and desk audit reviews on an annual basis.
- Review and approve budget applications, payment requests, and final expenditure reports submitted through the electronic Planning and electronic Grant System (ePeGS) for the IDEA grants.
- Apply a working knowledge of applicable laws and regulations (federal and state) related to Special Education finance to ensure LEA compliance and accountability.
- Provide technical assistance to school districts in topics related to special education finance.
- Maintain the Special Education Finance section web documents and web organization.
- Experience with financial requirements to prepare, reconcile, and balance financial transactions. In addition, identify and correct errors and discrepancies; develop ad hoc reports, spreadsheets, and other financial documents.
- Provide technical assistance to school districts related to Special Education finance, including assistance with the Web applications, interpreting rules and instructions for the submission and updating of financial data.
- Process and approve applications, amendments, financial reports and payment requests for all entitlement grants with accuracy and timeliness.
- Apply a working knowledge of applicable laws and regulations related to Special Education finance to ensure LEA compliance and accountability.
- Assist in resolving budget, payment, and expenditure report issues with school districts.
- Assist in resolving Proportionate Share (PS), Coordinated Early Intervening Services (CEIS), and Maintenance of Effort (MOE) issues with school districts.
- Interpret, explain and apply policies related to specific activities conducted by the section.
- Prioritize, organize and coordinate work activities to achieve established program goals and to complete assignments with minimal supervision.
- Establish rapport and maintain effective working relationships with constituencies at all levels; ability to work collaboratively with Division, Department and other agency staff; communicate and express ideas effectively, both orally and in writing.
- Performs other related work as assigned.
- Demonstrate regular, reliable, and engaged attendance.
Minimum Qualifications: - Bachelor’s Degree with a major in business administration, accounting, or finance.
OR - Four or more years of successful relevant work experience in finance, education, special education, administrative duties or closely related employment.
