    About the Opportunity

    THE IDEAL CANDIDATE Public Works is looking for a candidate with strong organizational and communication skills to fill an Engineer I/II/III position within Construction and Design in the Engineering Division. The ideal candidate for this position is a team member who is motivated and self-driven in performing various tasks related to project development and design. The ideal candidate should also be comfortable working in a team environment and interacting with members of the public, various project stakeholders, and other County Departments.     THE POSITION
    ENGINEER I: This is the entry-level in the Engineer/Civil Engineer series. Incumbents are assigned routine to average complexity projects and exercise limited judgment and initiative in completing assignments. This classification is distinguished from Engineer II in that the latter classification is the journey level and performs more difficult and complex projects with a higher degree of independence.

    ENGINEER II: This is the journey, non-registered level in the Engineer/Civil Engineer series. Incumbents are assigned difficult and complex projects and exercise judgment and initiative in completing assignments. This classification is distinguished from Engineer III in that the latter classification is the advanced journey level and performs more difficult and complex projects.

    ENGINEER III: This is the advanced journey, non-registered level in the Engineer series. Incumbents are assigned difficult and complex projects and given latitude for exercising independent judgment and initiative in completing assignments. This classification is distinguished from Engineer II in that the latter classification is the journey level responsible for less difficult and complex projects. This classification is distinguished from Civil Engineer in that the latter may supervise a small division or section of a larger division.

    Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Mid-Management/Supervisory bargaining unit for labor relations purposes. Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.

    Incumbents may also be subject to overtime, standby, callback, weekend, holiday, and shift assignments as identified in their MOU (Memorandum of Understanding).

    Part-time extra-help is a provisional classification where permanent status may not be obtained. This position is subject to overtime, standby, shift, and callback assignments, and will perform related duties as assigned. This position is non-benefited except for participation in a 401a program with Nationwide.

    Typical Tasks

    ENGINEER I:
    Duties may include, but are not limited to, the following:
    • Perform routine engineering analyses and prepare reports in connection with engineering projects;
    • Design of Public Works projects including preparation of plans, profiles, and cross sections, make quantity estimates, horizontal/vertical alignments, and curve computations, and prepare engineering specifications;
    • Prepare and review maps, right-of-way deeds, and legal descriptions;
    • Check construction plans, specifications, and subdivision maps and plans;
    • Inspect projects during construction and upon completion to determine conformance with standards and specifications;
    • Meet with other departments, agencies, or the general public regarding plans, problems, and joint projects;
    • Learn to serve as the resident engineer/inspector on assigned projects and act as the administrator of contracts;
    • Prepare reports and make recommendations on engineering problems;
    • May work with road maintenance crews in an engineering capacity;
    • May conduct traffic studies and related transportation planning;
    • Administer public works contracts and billings for various funding programs;
    • May lead technical staff; and
    • Perform related duties as assigned.

    ENGINEER II:
    • Plan and assign work, review engineering projects completed or in progress;
    • Perform engineering analyses and prepare reports and estimates in connection with engineering and budgetary aspects of assigned projects;
    • Design of Public Works projects including preparation of plans, profiles, and cross sections, make quantity estimates, horizontal/vertical alignments, and curve computations, and prepare engineering specifications;
    • Prepare and review maps, right-of-way deeds, and legal descriptions;
    • Review and supervise checking of construction plans, specifications, and subdivision maps and plans;
    • Inspect or initiate inspection of projects during construction and upon completion to determine conformance with standards and specifications;
    • Meet with other departments, agencies, or the general public regarding plans, problems, and joint projects;
    • Serve as the resident engineer/inspector on assigned projects and act as the administrator of contracts;
    • Prepare comprehensive reports and make recommendations on engineering problems;
    • Supervise, train, and evaluate the performance of staff as assigned;
    • Represent the department at technical meetings and public gatherings;
    • May work with road maintenance crews in an engineering capacity;
    • May conduct traffic studies and related transportation planning;
    • Administer public works contracts and billings for various funding programs; and
    • Perform related duties as assigned.

    ENGINEER III:
    • Participate in and prepare engineering studies and reports; coordinate public works and development-related activities with other departments, divisions, outside agencies, citizens, consultants, and developers; research and revise County standards as required;
    • Design difficult and complex public works projects;
    • Prepare Requests for Qualifications and Requests for Proposals;
    • Assist in the selection of consultants and manage consultant contracts;
    • Review consultants’ work and provide technical guidance;
    • Project manage a variety of projects simultaneously, from conception through construction, including project schedules, right of way certification, utility relocation, monitoring project progress and budget, obtaining necessary permits, preparing, and maintaining project files, monitoring the quality of projects, and ensuring deadlines are met;
    • Review routine field and laboratory tests of construction materials; write related memoranda and reports;
    • Conduct site investigations;
    • Develop design plans, specifications, and cost estimates for transportation engineering projects;
    • Prepare and administer Federal and State grants;
    • Signal timing plans;
    • Check and analyze Environmental Impact Reports and other CEQA and NEPA documents;
    • Prepare permit applications to various regulatory agencies related to public works projects;
    • May prepare and check legal descriptions for deeds, easements, and rights of way;
    • May coordinate engineering projects between contractors and the County.
    • Build and maintain positive working relationships with co-workers, other County employees, and the public using principles of good customer service;
    • Plan, directed, coordinate, assign, train, and review the work of land surveyors, engineers, and technicians engaged in the preparation and performance of studies, analyses, calculations, cost estimates, specifications, and reports;
    • Represent the Department at technical meetings and public gatherings;
    • Review and prepare correspondence, reports, budget and staffing recommendations, and other material;
    • Meet and confer with officials, representatives from other governmental organizations, the general public, contractors, and consultants regarding public works matters;
    • Supervise, train, and evaluate the performance of staff as assigned; and
    • Perform related duties as assigned.

    • Prepare and present oral presentations to a variety of internal and external customers at public meetings;
    • Perform accurate drafting work from field notes and other data;

    ENGINEER II:
    • Independently apply engineering knowledge in varied work assignments;
    • Perform engineering work and employ a variety of computer applications including proficiency in a supported version of AutoCAD;
    • Establish and maintain effective working relationships with other employees and the public;
    • Work effectively with a variety of internal and external customers to accomplish goals and objectives;
    • Deal professionally with the public, developers, consultants, and contractors;

    • Plan, organize and supervise the work of sub-professional and entry-level engineering personnel as assigned.

    ENGINEER III:
    • Perform the full range of professional public works engineering duties with only occasional instruction or assistance as new or unusual situations arise;
    • Prepare accurate estimates of costs, schedules, personnel/materials, and other resources related to engineering project responsibilities; make recommendations related to existing or anticipated project budgets;
    • Work effectively with a variety of internal and external customers to accomplish goals and objectives; deal professionally with the public, developers, consultants, and contractors;
    • Prepare and present oral presentations to a variety of internal and external customers at public meetings;
    • Plan and supervise the work of both professional and para-professional employees;
    • Work independently;
    • Make appropriate decisions work cooperatively with co-workers, other agencies and the public; and
    • Maintain cooperative working relationships with other County departments, State and Federal agencies.

    EDUCATION/EXPERIENCE
    ENGINEER I:
    PATTERN I
    • Graduation from an accredited college or university with a Bachelor’s Degree in Engineering or related field.

    PATTERN II
    • Possession of a valid certificate as an Engineer-In-Training (EIT) issued by the California Board of Registration for Professional Engineers and Land Surveyors.
    ENGINEER II:
    PATTERN I
    • Graduation from an accredited college or university with a Bachelor’s Degree in Engineering or related field; AND
    • Two (2) years of full-time, professional civil engineering experience.

    PATTERN II
    • Possession of a valid certificate as an Engineer-In-Training (EIT) issued by the California Board of Registration for Professional Engineers and Land Surveyors; AND
    • Two (2) years of full-time, professional civil engineering experience.

    ENGINEER III:
    • Graduation from an accredited college or university with a Bachelor’s Degree in Engineering or related field; AND
    • Four (4) years of full-time, professional civil engineering experience, one (1) year of which must have been in a supervisory or lead capacity.

    EXAMINATION PROCESS
