    Position Description

    Tacoma Power is currently looking for a Cybersecurity Operations Manager (Senior Manager, Technology Classification) to join their Utilities Technology Services (UTS) division.

    This classification is responsible for managing the day-to day operations of a technology function that includes at least two teams/units within a division, and direct supervision of at least two subordinate technology managers/supervisors.

    Distinguishing Characteristics:

    Senior Management Track: Second level of supervisory authority overseeing at least 2 subordinate engineering or technology managers/supervisors and multiple units/teams. Work involves directing, planning, and coordinating assignments/projects, monitoring work quality, counseling employees, resolving issues and grievances, conducting performance evaluations and providing recommendations for hiring, terminations, discipline, salary actions, etc. may oversee individual contributors.

    Essential Duties:

    TPU Cybersecurity Operations Manager (TPU COM) - the TPU COM works with the UTS Chief Operating Officer (COO) and the Operational Systems and Security (OSS) Division Manager to disseminate program information, gain consensus of security risk tolerance, meet reasonable program compliance targets, lead Cybersecurity incident response, and coordinate the cross-utility resources needed to ensure a successful program.

    Is responsible for managing the Cybersecurity Program: (1) working with stakeholders throughout TPU to establish cooperative working relationships and reporting criteria to the meet TPU’s cybersecurity needs, (2) Provide leadership and guidance to TPU leadership on matters of information security, privacy, breach notification, regulatory compliance, risks, and any other matter affecting the security of TPU’s technology assets. Additional duties include:
    • Leads the development of effective policies, programs, and processes to
      manage risk in a complex operational technology environment.
    • Participates in the development and management of budget for the operations and maintenance of an effective cybersecurity program.
    • Participates in industry peer groups including the Large Public Power Council (LPPC), and the American Metropolitan Water Association (AMWA), and the American Public Power Association (APPA) to align TPU on Cybersecurity best practices and to facilitate information sharing.
    • Plans and forecasts resource needs for operational and program execution.
    • Ensures adequate training and sets professional growth targets for Cybersecurity personnel.
    • Provide quarterly Cybersecurity program updates to the Executive Leadership Team and annual updates to the Public Utility Board.


    Qualifications

    Minimum Education*

    Bachelor's degree in information technology or directly related field

    *Equivalency: 1 year of experience = 1 year of education

    Minimum Experience*

    6 years of progressively responsible Cybersecurity technology and project management experience in the area of assignment including 1 year as a technology supervisor, manager or subject-matter expert.

    Licensing and Other Requirements
    As Assigned:
    • Experience and understanding with North American Electric Reliability Corporation Critical Infrastructure Protection standards (NERC-CIP)
    • Some assignments may require a Washington State Driver's License


    Knowledge & Skills

    DESIREABLE:
    • Familiarity with ITIL and ITSM frameworks
    • Familiarity with NIST and CIS frameworks
    • Remain current concerning applicable regulations, laws, and policies
    • Certified Information Systems Security Professional
    • Certified Information Security Manager
    • Strong foundational knowledge of Operational Technologies and Systems
    • Previous experience in Utilities Industry

    Positions in this class typically require:

    Work may also occasionally require:
    • movement around the work place to pick up objects (stooping, walking, reaching).
    • traversing, ascending or descending stairs, sloped terrain, or similar environments (climbing, balancing, walking).
    • exerting up to 20 pounds of force to move, transport or position objects (light work).
