Click here to learn more about Solano County THE POSITION: The current vacancy is for the Community Action Partnership Solano Joint Powers Authority (CAP Solano JPA) located in the County Administrator's Office. We are seeking to hire a Social Services Manager with experience in working with community-based partners and governmental organizations to assist with staffing a joint powers authority. The Community Action Partnership of Solano Joint Powers Authority or CAP Solano JPA is comprised of representatives from all 7 cities as well as Solano County with the goal of implementing a regional approach to addressing homelessness. This position will act as the Executive Director of the CAP Solano JPA.
This is a new position and will lead a new seven-person team that will be staffed up over the course of the next 18 months. The position is with the County but will work on behalf of the JPA. This position is for a limited term funded through June 30, 2029, but has the potential to be extended for another 5-year term.
The permanent location of the position will be in Vacaville, but the position may start at least partially in Fairfield for the first few months. Most of the work will be during business hours, but there is at least one monthly meeting that is in the evening.
The assignment will act as the Executive Director for the CAP Solano JPA and will primarily:
- Provide overall leadership and guidance of the JPA, as well as the Housing First Solano Continuum of Care,
- Be responsible for ensuring execution of all functions of the JPA, including acting as the legal entity for Continuum of Care and Community Services Block Grant funding Collaborative Applicant, and Administrative Entity,
- Work with the JPA and Chair on current and future plans,
- Plan and facilitate JPA mtgs (in coordination with Chair and Executive Team),
- Lead coordination on JPA funded projects (coordinated entry, HMIS, etc.), and
- Assist in developing proposals and managing grants for state and federal funding for homeless services, including developing and implementing required planning processes, such as community meetings, focus groups, public hearings, etc.
There will also be other duties that may be required as other staff get hired, such as setting up a new office, managing communications (website, listserv, etc), budget development, etc. This position will require independence and problem solving, as well as flexibility and managing new situations as the team grows.

AND Education: A Bachelor's degree is required from an accredited college or university preferably with a major in Social Work or a related field.
SPECIAL REQUIREMENTS: Depending on assignment, candidates for positions in this class may be required to possess a master's degree in social work and a valid Licensed Clinical Social Worker license issues by the State Board of Behavioral Science Examiners.
Possession of or ability to obtain a valid Class C California driver's license may be required.
