    The Investigations Supervisor is a professional level position that works in a newly approved Missouri industry regulating the activities of cannabis licensees, certified physicians, and individuals who hold an identification card issued by the Department related to cannabis. The cannabis industry will be in the building and implementation phase of growth for many years to come. The successful candidate will be a part of a dynamic, fast-paced environment and will assist the Division of Cannabis Regulation with developing and improving the regulatory program to ensure Missourians have safe access to cannabis. The Investigations Supervisor is a first-level supervisory position that is responsible for overseeing the review and investigation of formal and informal complaints against cannabis facility licensees, certified physicians, qualifying patients, caregivers, cultivators and facility agents to ensure compliance with constitutional laws and related rules. Licensees include several different facility types that all make up the legal cannabis industry in Missouri. These include, but are not limited to, large scale facilities that grow cannabis, manufacture products, transport product, test product, and dispenses products to eligible individuals.

    • Supervise hybrid investigation and enforcement staff; ensures staff are trained and are adhering to established protocols consistently throughout the Bureau of Investigations and Enforcement; evaluates staff performance and provides mentoring and coaching for a successful team.
    • Coordinate with the manager and supervisors within the Bureau to ensure teams are consistent in rule interpretation and enforcement of applicable rules, regulations and law across all licensed and certified facilities and Department issued identification cards; required to develop an advanced knowledge of applicable laws and rules, as well as the processes and activities for the different license types and Department issued identification cards under the Division's authority.
    • Responsible for planning and reporting outcomes for their team and assists with developing and implementing processes and procedures.
    • Review and makes recommendations for in-depth or complex facility, physician, patient, caregiver, cultivator or facility agent inspections and investigations.
    • Responsible for tracking enforcement actions taken against a licensee or individual who holds an identification card issued by the Department to ensure that a licensee or identification card holder follows through and adheres to any enforcement actions.
    • Oversee statewide track and trace system data reviews as related to compliance and enforcement such as inventory and testing.
    • Coordinate with other units and bureaus within the Division regarding cannabis licensee and identification card holder compliance with applicable rules, regulations, and law.
    • Cooperate with other agencies, law enforcement entities, the Office of the Attorney General, prosecuting attorneys’ offices and Administrative Hearing Commission in directing investigations and presenting cases.


    Minimum Qualifications:

    • A Bachelor’s degree from an accredited college or university preferably in the following: Criminal Justice, Law Enforcement, Criminology, or a closely related field. (Substitutions may be allowed).
    • Three (3) or more years of regulatory compliance preferred, including civil, administrative, or criminal investigative (non-clerical) experience (e.g., tax fraud, licensing, environmental, client care, public assistance, insurance, or military).
    • A proven track record of successfully managing and supervising a highly technical team.
    • A high level of initiative and problem solving skills in areas of responsibility.
    • Ability to supervise a team of hybrid staff.
    • Ability to work in a fast paced environment with many competing priorities.
    • Ability to take general guidance and direction and complete projects and tasks with minimal oversight.
    • Ability to develop effective solutions and strategies.
    • Ability to mine data systems and use the data for the purposes of compliance and investigative needs.
    • Ability to organize and manage time efficiently.
    • Ability to clearly and effectively communicate verbally and in writing.
    • Ability to adapt to constant program development, change and improvement.
    • Ability to apply critical thinking skills and find solutions to new situations on a regular basis.
    • Ability to use the Microsoft Office Suite proficiently and quickly learn specialized systems.
    • Approximately 15-20% travel.
