    ABOUT THE POSITION

    The Clark County Water Reclamation District is seeking qualified candidates to apply for the position of Part-Time Engineering Intern. Incumbents will gain exposure and experience in different aspects of the Engineering Service Group in the areas of Construction Management, Design Engineering, Development Services, and Modeling.

    Construction Management Service Group:
    • Assists project management team with construction management responsibilities supporting Capital Improvement Plan (CIP) wastewater infrastructure projects.

    Modeling Service Group:
    • This position offers an opportunity to acquire practical experience in engineering analysis related to sewer collections system and wastewater treatment. Interns will also support the District in various modeling software platforms and perform analytics of District flow metering and related equipment.
    • Interns will work under close supervision of engineers and technicians in the service group.

    Design Service Group:
    • Assists District’s project managers with design of Capital Improvements Plan (CIP) of wastewater infrastructure projects.

    Development Services Service Group:
    • Perform entry-level administrative, engineering, and inspection tasks to support the Service Group.
    • Gain experience in document processing, customer communication, and understanding civil improvement plans and engineering standards.
    • Assist in research, file management, and providing public information under close supervision, with opportunities for more independent tasks as skills develop.


    Please Note: Part-time employment will not lead to permanent employment. Part-time hourly employees are used to fill positions normally less than twenty (20) hours per week. Part-time employees do not receive benefits.

    MINIMUM REQUIREMENTS

    • Must be a local student currently enrolled in an accredited college or university pursuing a degree in civil, mechanical, chemical, electrical, construction management, or closely related field. Applicants must be 18 years of age or older. Graduation from high school or equivalent.

    • Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

    EXAMPLES OF DUTIES

    Construction Management (CM) Service Group:
    • Works with District engineers to research requests for information
    • Performs preliminary reviews of administrative and technical submittals
    • Confirm validity of construction claims and review associated costs
    • Attend progress meetings and field meetings to discuss construction issues
    • Draft requests for proposal identifying the change in scope and review the submitted cost estimate packages
    • Ensures that information on the as-built drawings is reflected on the record drawings
    • Prepare documents for issuance to the contractor and design consultant
    • Provide field inspections on an as-needed basis
    • Modifies or creates CAD drawings, sketches, or exhibits

    Modeling Service Group:
    • Assistance with data collection and data entry, preliminary design tasks in hydraulic or process modeling software.
    • Assistance with analysis of data related to sewers and wastewater treatment including flow monitoring data.
    • Coordination and assistance with technical memoranda and report presentation.

    Design Service Group:
    • Assist project managers in design review of drawings, specifications, and cost estimates.
    • Knowledge and ability to apply Design and Construction Standards for Wastewater Collection Systems (DCSWCS) and Lift Station Design and Construction Standards when reviewing drawings and specifications.
    • Assist project managers in scope, schedule, and budget for the Capital Improvement Plan (CIP) of wastewater infrastructure projects.
    • Create exhibits and drawings to resolve issues using CADD or Bluebeam.
    • Coordinates design, operations, and construction activities with internal and external stakeholders.
    • Assist project managers research as-builts, new technology, business processes, and other issues necessary for design of wastewater infrastructure projects.
    • Perform engineering calculations to size wastewater collection systems, lift stations, or other infrastructure.
    • Assist project managers prepare for design workshops, progress meetings, or field meetings.

    Development Services Service Group:
    • Process and organize documentation, including scanning, drafting letters, and managing records in PIPES and Digital Paper systems.
    • Assist with customer service tasks, such as answering phones, responding to emails, and staffing the front counter.
    • Review civil improvement plans, prepare exhibits, and draft maps, tables, and letters for engineering and development projects.

    Mobility to work in a typical office setting, use standard office equipment; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.     The Organization

    The District is the largest wastewater agency in the State of Nevada, serving more than 260,000 business and residential accounts. The majority of our residential and commercial customers are within the Las Vegas Valley, which includes the world famous resort corridor known as the "Las Vegas Strip." We also serve the communities of Blue Diamond, Indian Springs, Laughlin, Moapa Valley, and Searchlight. We have two water resource centers; Flamingo Water Resource Center, and Laughlin Water Resource Center.  All other facilities are treatment facilities.

    The District's collection (network of pipes and pumps) system totals more than 2,100 miles of pipeline and 23 pumping stations to deliver the wastewater from the homes and businesses to one of the six treatment facilities.  An especially important aspect of  our operation is the treatment facility serving the Las Vegas Valley.  The largest of our facilities, (and in Nevada) the Flamingo Water Resource Center, ensures the wastewater meets high treatment levels allowing the reclaimed water to be discharged to the Las Vegas Wash and back into Lake Mead.  Lake Mead is the drinking water source for more than 95% of the population and businesses in Clark County.  The stringent treatment standards are set to protect the community's drinking water supply as well as the recreational uses of Lake Mead and the downstream communities along the Colorado River.

    District Formation

    Created by judicial decree in 1954, the District operates as a general improvement district under Nevada Revised Statutes. Originally titled the Clark County Sanitation District, wastewater treatment operations began in 1956. Through a series of legislative actions, our service boundaries were set to include all unincorporated areas of Clark County. The purpose of the District is to ensure the collection, treatment and reclamation of wastewater so it can safely be returned it to the environment. We have been granted the authority to levy taxes, sell bonds, create assessment districts, and the right of eminent domain. The District's bond covenants provide that rates and charges be sufficient to cover operation and maintenance costs and general expenses, including principal and interest payments on outstanding bonds.  In January 2003, we changed our name to the Clark County Water Reclamation District to better reflect our mission and purpose.

    Governance

    The Clark County Water Reclamation District is governed by the Clark County Commissioners, a seven member board, who by statute serve as the ex-officio Board of Trustees (the Board), for the District.  The Board establishes policy, approve budgets and conduct public hearings to establish the rates and fees charged by us.  We bill our rate payers, collect revenue and administer operation and capital funds. While given the statutory authorization to assess ad valorem taxes, the District has not done so, relying upon fees and charges to fund the operations, maintenance and capital programs. We have the authority to levy taxes, sell bonds, create assessment districts, and the right of eminent domain.
