    TITLE:Operations Supervisor, Domestic

    SRN S21: $9,292 - $12,974, Monthly, Exempt

    Bargaining Unit: ASSET

    DEPARTMENT: Operations

    Section: Production

    REPORTING RELATIONSHIP:

    Reports to : Operations Manager, Domestic

    Supervises the following positions : Technical and maintenance staff

    DEFINITION : Under general direction, plans, schedules, assigns, reviews and supervises the work of staff performing production, construction and maintenance of the District’s Domestic Water System; coordinates assigned services and operations with those of other District divisions and outside agencies; provides complex staff assistance to management staff in areas of expertise; and performs related work as required.

    CLASS CHARACTERISTICS : This is the full supervisory-level class exercising independent judgment on diverse and specialized duties associated with the production, construction, and maintenance of the District’s domestic water systems, with accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of staff and for providing technical support to management in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines.

    Essential Functions

    EXAMPLES OF TYPICAL JOB FUNCTIONS
    • Plans, organizes, assigns, supervises, and reviews the work of staff providing duties in association with the District’s domestic water system; t rains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
    • Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
    • Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
    • Coordinates assigned services and operations with those of other divisions and outside agencies.
    • Participates in annual budget preparation; identifies resource needs; prepares detailed cost estimates with appropriate justifications; monitors expenditures .
    • Provides staff assistance to management; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of reports, records, databases, and files; ensures the proper documentation of operations and activities.
    • Answers questions and provides information to the public; investigates and responds to complaints and inquiries from citizens, other departments, and agencies; recommends corrective actions to resolve issues.
    • Monitors and makes changes to the Districts SCADA system; oversees and manages the system alarms.
    • Coordinates the maintenance of the Meter, Pressure Control Valves and Backflow infrastructure; troubleshoots pressure issues.
    • Maintains the distribution system and equipment related to water systems; manages the chlorination and treatment programs.
    • Performs project management duties on various construction, remodel and renovation projects to include the full cycle of the project including, but not limited to, estimating, sourcing, designing, and creating plans for bid review; serves as point of contact for contractors; processes all documents relating to the project.
    • Implements and maintains the Asset Management Program.
    • Represents the District in meetings with members of other public and private organizations, community groups, contractors, developers, and the public.
    • Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.

    Minimum Qualifications

    MINIMUM QUALIFICATIONS :

    Education : Equivalent to a High School Diploma and Possession of a Foundational Leadership Certificate; or a minimum of 12 credit hours/units of Supervision/Managerial/Leadership courses from a CVWD approved program.

    Experience : Five (5) years of increasingly responsible experience in activities related to operations, maintenance, and construction of a public water system, and three (3) years in a supervisory capacity.

    Licenses and Certifications : Possession of a valid California Driver’s License, to be maintained throughout employment.

    AND

    Possession of a Grade D5 Water Distribution Operators Certificate, issued by the State Water Resource Control Board; Possession of a Grade T2 Water Treatment Operators Certificate issued by the State Water Resources Control Board; and possession of a 24-hour HAZWOPER certification, or be obtained within 24 months of appointment and be maintained throughout employment
