Animal Care & Services (ACS) division works to fulfill a mission to provide a welcoming and humane place for animals and those who care for them; to protect, educate and serve the public; to develop programs that improve the lives of people and animals; and to create opportunities for our community and supporters to help us succeed. The division runs the City’s Animal Care Center at 2750 Monterey Road, San José, CA. In October 2024, the Center celebrated 20 years helping pets in need in the San Francisco Bay Area’s South Bay. This is a critical time for ACS and the City’s Animal Care Center to incorporate important recommendations and implementations addressing matters central to upholding the division’s mission statement.

Position DutiesSan Jose Animal Care Services, a division in the Public Works Department is currently seeking to fill one (1) Supervisor, Animal Services Operations vacancy.
Salary range for this classification is : $102,735.36 - $125,143.20
This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.
T he Animal Services Operations Supervisor position is a criti c al role w hich supervises a wide variety of Animal Services operational activities, assignments will be either both in the field or in the shelter. The role a ssigns, monitors and evaluates Animal Services Staff engaged in operation and maintenance of shelter facilities and equipment, animal control and animal care activities, dispatch duties, and enforcement of state laws, and city ordinances pertaining to the restraint, licensing, vaccination, impoundment, care and quarantine of animals.
Key responsibilities include, but are not limited to:
- Plans and supervises a wide variety of Animal Services operations activities, including domestic animal intake, kenneling, feeding, cleaning of stray and owner surrendered animals; conducts adoptions, works with rescue and foster groups, and related shelter activities
- Recruits, hires, monitors, and evaluates Animal Services shelter staff engaged in the above animal shelter activities
- Assists in the development and implementation of animal shelter related policies and procedures
- Is fluent in Chameleon or similar shelter enterprise software system
- Collaborates with the public, animal rescue groups, and other animal control agencies to increase the live release rate and foster partnerships
- Prepares reports and analyses of shelter operations, population, outcome results, and monthly tracking to internal and external customers
- Skilled in the handling, care, and behavior evaluations of animals
- Supervises the public spay/neuter clinic operations and staffing
- Supervises shelter coordinator positions
- Works closely with the Field Captain, Veterinarians, and Business Manager on shelter operations
This position may be required to work weekends, holidays, nights, rotating shifts, and respond to emergency animal services assignments during off-duty hours.
The ideal candidate will possess a high level of professionalism, excellent customer service skills, and a supreme work ethic. This position requires excellent judgement, initiative, perseverance, integrity, organizational skills, flexibility, and written and verbal communication skills.
Minimum QualificationsEducation and Experience An Associate of Arts degree in a related field and four (4) years of experience performing animal control duties in a public animal control program, including two years of supervisory experience.
Acceptable Substitution Work experience in a municipal animal shelter may be substituted for the education requirement on a year for year basis.
Required Licensing - Possession of a valid California Driver’s License and maintenance of a driving record acceptable to the City . Successful completion of P.C. 832 (Level 1) may be required within one year of date of hire.
- Possession of a valid Euthanasia certification, or ability to obtain within one year of date of hire, may be required .
Form 700 requirement This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.
Other QualificationsThe ideal candidate will possess the following competencies, as demonstrated in past and current employment history.
- Job Expertise - Demonstrates knowledge of and exposure to all activities occurring in a high volume public animal shelter; knowledge of legal liabilities and responsibilities related to the operation of a municipal animal shelter; ability to prepare and maintain accurate administrative records and statistical reports, including tracking of budgets; experience in developing policies and procedures and recommending changes to existing policies and procedures, ability to recognize animal diseases, and the ability to evaluate temperament and behavior in dogs and cats is highly desirable. Ability to use Chameleon or similar animal shelter enterprise software.
- Communication Skills - Effectively conveys information and expresses thoughts and facts clearly, orally and in writing; demonstrates effective use of listening skills and displays openness to other people's ideas and thoughts.
- Computer Skills - Experienced with common business computer applications including but not limited to: MS Outlook, MS Word, MS PowerPoint, MS Access, and MS Excel.
- Customer Service - Demonstrates the ability to anticipate customers' needs and deliver services effectively and efficiently using professional demeanor. Leadership - Leads by example; demonstrates high ethical standards; remains visible and approachable and interacts with others on a regular basis; promotes a cooperative work environment, allowing others to learn from mistakes; provides motivational support and direction.
- Teamwork and Interpersonal Skills - Develops effective relationships with co-workers and supervisors by helping others accomplish tasks and using collaboration and conflict resolution skills.
- Supervision - Sets effective long and short-term goals based on a good understanding of management practices; establishes realistic priorities within available resources; provides motivational support; empowers others; assigns decision-making and work functions to others in an appropriate manner to maximize organizational and individual effectiveness.
