The Director of House Administration oversees the management of programs including, but not limited to, compensation, benefits, and leave; disciplinary matters, disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety, and training and development.
Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, budget and accounting, and employment law; supervises the accounting and payroll operations and all transactions related to the State of Missouri Integrated Financial, Human Resource, and Payroll system (SAM II), and assists House members and staff in matters of internal accounting.
Assists in preparation and tracking of annual operating budget, and approves all staff and member expense accounts in compliance with House policies and the Office of Administration Travel Regulations. Serves as liaison with other governmental agencies on matters pertaining to accounting and payroll procedures. Maintains revenues and supporting documentation for House Revolving Fund. Provides information to outside persons and entities in compliance with open records requests.
Supervises recruitment, resume screening, interviewing and general hiring for House member offices and supervisors. Directs the formulation, implementation, publication and interpretation of policies, procedures and practices in compliance with federal and state guidelines and as authorized by the Committee on Administration and Accounts. Develops, revises and maintains job descriptions for all House staff positions. Performs employee counseling; advises members and management on personnel matters, disciplinary issues, and employee assistance. Participates in investigation of employee grievances and complaints; explains policies and procedures to involved parties and advises superior on formal grievance procedure cases. Reviews existing practices and recommends modifications, improvements, or efficiencies to such policies and procedures; directs the maintenance of personnel files and records, and the preparation of reports and processing of all personnel actions in conformity with House policies and procedures. Provides salary administration and assists in bi-monthly payroll changes and recommendations. Supervises the administration and implementation of Worker’s Compensation, ADA, FMLA, EEO, immigration requirements, tuition reimbursement, and Share Leave program.
Assists in the planning, development, and implementation of in-house training and professional development initiatives. Assists other House member and staff offices as needed and performs other duties as assigned. Project management experience in a high pressure, fast-paced environment, exceptional verbal and written communication skills, Must work long hours to meet deadlines as necessary and possess the ability to address matters of a sensitive and confidential nature.
Bachelor’s degree in Human Resources, Business Administration, or related field required. Minimum five (5) years of human resource management experience required. Demonstrated competence or background in employment law is preferred. One year of graduate education in personnel management, business or public administration or closely related area, may be substituted for one year of the required personnel management experience.
Applicants must have the ability to remain objective, non-partisan, and professional regarding all legislative matters and work well under pressure with minimal supervision.
