    Introduction

    THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

    Supplemental Questionnaire : A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

    DESCRIPTION

    THE AGENCY

    The Alameda County Library provides library services from ten libraries in the cities of Albany, Dublin, Fremont, Newark and Union City and the unincorporated communities of Castro Valley and San Lorenzo. Additional services are provided through Mobile and Outreach Services, Education and Literacy Services, and Social Justice Services.

    The County Library was established in 1910 and is governed by the Alameda County Board of Supervisors. The Alameda County Library Advisory Commission advises County Librarian and the Board of Supervisors on library services.

    The County Library is funded primarily by local property taxes, with additional revenue from State grants and contracts with cities for additional open hours and services.

    The Board of Supervisors allocates a portion of a utility users and business license tax which is collected only in the unincorporated areas of the County to the Library for service to the unincorporated areas. The Alameda County Library Foundation and active Friends of the Library or Library League groups in each community support library programs and services.

    THE POSITION

    Under general supervision, Literacy Specialists provide professional literacy services for library members of all ages and abilities. Positions in this class perform functions related to the coordination, planning, instruction, and evaluation of curriculum for literacy participants; and to do related work as required.

    Literacy Specialist is a journey level class in the library series. Positions in this classification are under the general supervision of a Library Manager I or higher-level manager in the Library. Incumbents in this classification perform with a high degree of expertise in literacy related issues and are required to work in a variety of settings, which may include correctional institutions (both juvenile and adult). Incumbents have generalized knowledge and experience in program systems and operations, database management, and outreach. In addition to organizational skills, they are required to possess specialized knowledge of current theories and practices of adult and juvenile literacy instruction, as well as experience providing direct literacy instruction.

    The class of Literacy Specialist is distinguished from the lower-level classification of Literacy Advocate in that incumbents in the latter class have the primary responsibility for recruiting learners and volunteers, while the former class provides direct instruction and has responsibility for curriculum development, day to day program operation, and the coordination of volunteer staff.

    VACANCY

    There are immediate vacancies within the Alameda County Library based in the city of Fremont. Incumbents in this position are required to travel to different service locations throughout Alameda County. This is a hybrid position.

    MINIMUM QUALIFICATIONS

    EDUCATION:

    Possession of a Bachelor’s degree from an accredited college or university.

    AND

    EXPERIENCE:

    The equivalent of two (2) years of full-time experience providing instruction in both reading and writing to adults or children in a professional or public setting.

    The equivalent of two (2) years of full-time experience providing administrative support (e.g., database management, record maintenance) in an agency whose primary purpose is to: (1) Teach adults and children; and/or (2) manage, coordinate, or administer a volunteer service is highly desirable .

    License : Possession of a valid California Class C Motor Vehicle Operator’s license.

    KNOWLEDGE AND SKILLS

    The most suitably qualified candidates will possess the following competencies:

    • Literacy materials, techniques, methodologies, practices, and principles.
    • Tutoring techniques and assessments.
    • Curriculum development.
    • Personal computers including word processing and software applications related to database management.

    EXAMINATION COMPONENTS

    THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

    A review of the applicants’ application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. A review of the supplemental questionnaire to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process. This is a pass/fail exam component. An oral interview which will be weighted as 100% of the candidates’ final examination score. The oral interview may contain situational exercises.

    Candidates must attain a qualifying rating on each portion of this recruitment.

    Alameda County, California, was established in 1853. The County was created from the territory of two counties created in 1850: Contra Costa and Santa Clara. It was given the local name for the region, Alameda, which translated loosely as "a grove of poplars." The County enjoys a varied geography ranging from urban marinas to rolling open spaces to hillside lakes and streams. Alameda is the seventh most populous county in California, and has 14 incorporated cities and several unincorporated communities.     Alameda County is characterized by rich diversity and culture. The 2010 Census shows that there is no majority racial or ethnic group in Alameda County. Compared to the 2000 Census, the Black / African American population decreased countywide by 11%, the Asian population increased by 31%, and the Hispanic population increased by 23%.
