Director of Fiscal Policy Analytics and Innovation within the
Finance Unit located in
Cole County.Semi-monthly salary: $4,897.70
Job Location: This position is located at the
Howerton State Office Building; 615 Howerton Court, Jefferson City, MO.

Why you’ll love this position: This is a vital position that will assist the Finance Director in fiscal policy implementation, budget analytics, and the oversight of the financial systems that supports the State’s Medicaid program for low-income Missourians. This position will directly engage and supervise the Budget, Rate Setting, Compliance, Financial Operations, Institutional Reimbursement, and Hospital Policy & Reimbursement units. This position will coordinate efforts between the Finance Administration unit and major project teams advancing Department and State goals.
- Be engaged in MO HealthNet budget forecasting and preparation, appropriation requests, sustainability strategies, and monitoring of program and administration expenditures.
- Be highly involved in the development of budget analytics and performance measures related to financial reporting and sustainability efforts.
- Actively seek out financial and efficiency opportunities utilizing project performance improvement tools such as Lean Six Sigma or others.
- Evaluate existing program costs and effectiveness and assist in the overall planning, development and implementation of new programs based on legislative action and department goals. Actively seek to leverage federal participation for initiatives where applicable.
- Coordinate and implement Managed Care fiscal policy, oversee rate setting and actuarial activities.
- Coordinate and implement provider reimbursement and financial policy activities including hospital, clinic, pharmacy, and nursing facility payments.
- Exercise independent judgment in reviewing, interpreting, and researching information to ensure compliance with all federal and state rules and regulations governing Medicaid reimbursement.
Minimum Qualifications:Bachelor's degree from an accredited college or university in Accounting, Finance, Economics, Public or Business Administration, or a closely related field; and, four or more years of professional experience in accounting, auditing, purchasing, budgeting, fiscal management, or in general management with some fiscal responsibility. A combination of education and experience may substitute for the stated qualifications.
Preferred Qualifications:Experience in state budgeting processes and health related insurance operations is preferred.
Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
